Chandigarh: The Congress government in Punjab, like the Mamata Banerjee dispensation in Bengal, has refused to implement the flagship health insurance scheme of the Centre.

While the other north Indian states under BJP rule - Haryana, Himachal Pradesh, Uttarakhand and Jammu and Kashmir - have signed the memorandum of understanding with the Union health ministry to implement the Ayushman Bharat scheme, the Amarinder Singh government in Punjab has refused to do so.

Under the scheme, the Union health ministry has set a target of providing an insurance cover of Rs 5 lakh per family per year to 50 crore beneficiaries. The Punjab government has said the Centre has not made it clear who will pay the ceiling-excess rates for the various components of the scheme.

"This is not an insurance scheme, but an assurance scheme. There is no clarity on a number of points. We cannot accept the scheme in the present form," said Brahm Mohindra, Punjab's health minister.

"The Centre will release 60 per cent of the national ceiling rate determined by them. They have not yet shared with the state government what the (ceiling-excess) rates will be. The state's liability remains open-ended as it will be driven by actual premium rates after the tendering process, while the Centre has its contribution fixed at 60 per cent. This is not acceptable to us," said Mohindra.

"Plus, we are already paying up to Rs 50,000 in health insurance for below-poverty-line families under the Bhagat Puran Singh Sehat Bima Yojana, covering nearly 15 lakh families. Why should we take an additional burden?" the health minister asked.
