Punjab to bolster cancer relief fund with cess on basmati -Amaninder Pal Sharma

PATIALA: After generating much-needed revenue from sale of government properties and taxes on sale of tobacco products in the state, Punjab is now set to pump money for its cancer relief fund from a cess on the sale of basmati rice.

In a notification issued recently, the Punjab government has decided that 0.25% of the total revenue generated from the purchase of basmati in the state would be contributed towards the cancer relief fund.

The state in its notification issued in April 2013 had decided to contribute 2% of the total revenue which the government and semi-government departments generate through auction of their properties to the fund. Similarly all boards, corporations and societies governed by the state government were also told to contribute 2% of their total income.

Sources revealed that the state has also decided to generate funds by imposing a mandatory contribution clause for the new industrial units that would come up in the state under the new industrial promotion policy.

"To generate more funds, owners of new industrial units have been told to contribute 1% of the fixed capital investment for the fund. All those industrial units that would come up under Punjab Infrastructure and Industrial Promotion Policy of the state would be covered under the new rules," said a senior officer.

Secretary of health and family welfare Vini Mahajan confirmed the contribution to the cancer fund from these two new sources.

Cess on basmati may fetch Rs 14.5-15 crore

Punjab has around 5.5 lakh hectares area under basmati crop, including high yielding evolved varieties like Pusa 1121 and newly introduced Pusa Punjab 1509, in the 2013 kharif season. The state accounts for about 40% of total basmati procured by traders in the country, which is mostly exported to Middle East countries like Saudi Arabia, UAE and Kuwait, besides Iran and Iraq. As per conservative estimates, basmati output in Punjab is likely to be around 20 lakh tonnes. Currently, basmati is selling the range of Rs 29,000-30,000 per tonne, which is likely to result in gross sale of Rs 5,800-6,000 crore. So the cess in the current season is likely to yield Rs 14.5-15 crore.
