Railways tops slowcoach list by Mahendra Kumar Singh

Railways tops the list among infrastructure projects that missed the deadline, causing huge cost overruns to the exchequer. Among the 134 rail projects monitored by the government, 101 were facing delays leading to cost overrun to the tune of Rs 56,609.3 crore, an increase of 153.5%. 

There are 26 projects running behind schedule - ranging from two to 213 months - leading to the rise in cost by Rs 20,575 crore. Of these 26 projects, 10 are running more than 60 months behind schedule. 

Railways leads from the front, when it comes to the duration of delay. For instance, the Guna-Etawah-New Delhi new line is running 213 months (around 17 years) behind the completion target. Similarly, the Freight Operations Information System is 204 months behind the deadline, while the Udhampur-Srinagar-Baramulla line should have been completed 201 months ago. 

Data collected by the ministry of statistics and programme implementation till July shows that roads and highway projects are behind railways, whose 123 projects are delayed and 11 are facing cost overrun. 

Out of 558 central projects, worth Rs 150 crore, monitored, 241 are delayed, 140 are on schedule and seven are running ahead of deadline. 

There were 114 projects, which were sanctioned without any commissioning date, while 54 projects that were sanctioned without completion date came out with commissioning timeframe later. The total original cost of these projects when they were sanctioned was Rs 630041.22 crore, but this was revised to Rs 755975.99 crore, leading to cost overrun of 20%. 

According to statistics and programme implementation ministry's assessment, the main cause of delay for railway projects was lack of adequate funding for a large number of new lines, doubling of lines and gauge conversion. Delay in land acquisition was another major hurdle, said an official. 

An official pointed out that in several cases the railway ministers were at fault since in their bid to appease their constituency they went about announcing projects without considering adequate funding and follow-up action. "Many projects were launched without proper survey and feasibility study," said another official.
