Raise awareness on rural sanitation, States told -Archana Jyoti

Aware that convincing people, particularly in rural India, to build and use toilets in their homes, is a cumbersome task, the Centre has asked the State Governments to rope in various departments like education and health to raise awareness about the importance of sanitation in rural areas.

The move aims to make the country open defecation free (ODF) by 2019. The Modi Government in its maiden budget 2014-15 had announced ‘Swacch Bharat 2019?' that emphasizes on creating a campaign against open defecation and to build toilets in every household within next five years.

However, ensuring a toilet in every rural house seems to be a herculean task. According to a Government survey, only about 40.6 per cent of the rural households have access to toilets, while another study has found that even those having latrines prefer to defecate in open.

Saraswati Prasad, Joint Secretary in Sanitation Ministry in a letter to the State Chief Secretaries, said, "One of the biggest challenges in making the country ODF is triggering behavioural change in the population to accept the need for building and using toilets.

"A large number of people amongst the Indian population are still unconvinced of the need to build toilets in their homes."

In this connection coordinated efforts by all the departments of the State Governments that have interface with rural population is required, he added.

Prasad further said department of education can sensitise the teachers and the students to spread the message of sanitation as carry them back to their homes. Similarly, department of Health, Panchayati Raj and the women and child can sensitise the people about the importance of hygiene.

The Ministry has emphasized on disseminating information such as building and use of toilets, safe disposal of child feaces, hand washing with soap after defecation, before food and after handling child feaces as well as safe storage and handling of drinking water.

The instructions to the States comes close on the heels of a study by the Research Institute for Compassionate Economics (RICE) that a significant number of people prefer to defecate in open despite having latrines in their houses.

Researchers had talked about defecation-related behaviour of about 22,787 individuals in Bihar, Madhya Pradesh, Rajasthan, Haryana and Uttar Pradesh and found that in 40 per cent of the households that had a functional latrine, at least one member defecated in the open.

About 47 per cent of those who defecated in the open said they found open defecation more comfortable and convenient, said the survey.
