Ramesh clears rural roads plan for Bihar by Ruhi Tewari

Union minister for rural development Jairam Ramesh approved a plan to build a network of roads in rural Bihar under the ministry’s Pradhan Mantri Gram Sadak Yojana, clearing some of the hurdles that were holding up the construction.

The ministry’s empowered panel on the rural road programme cleared the revised “core network” of roads for Bihar on 14 September.

The core network includes all rural roads necessary to provide basic access to all habitations.

The centrally sponsored Pradhan Mantri Gram Sadak Yojana aims to provide all-weather road connectivity in rural India.

Bihar chief minister Nitish Kumar thanked Ramesh for clearing the roadblocks to the construction of rural roads in the state. “Major obstacles to the rural roads programme in the state have been removed,” Kumar said.

The state is ruled by the Janata Dal (United) and Bharatiya Janata Party (BJP) coalition, members of the opposition National Democratic Alliance at the Centre.

Kumar had also met the previous rural development minister, Vilasrao Deshmukh, with a request to approve the core network.

The rural development ministry has also agreed with the Bihar government’s proposal that new projects under the roads programme should only be awarded to state agencies.

Further, the ministry decided to revoke the approval to three central agencies, including National Buildings Construction Corp. and National Projects Construction Corp. for 409 projects worth Rs.935 crore under the roads plan.

The ministry will approve the road projects after the state government submits detailed plans for construction.

Kumar has long been opposed to central agencies’ involvement in implementing road projects in the state.

Clearing the hurdles to the rural roads programme in Bihar is also a part of the central government’s efforts to boost development activities in Maoist violence affected areas.

Bihar has seven of the 60 so-called Integrated Action Plan districts in Maoist affected tribal areas.

The action plan, announced in 2010, allows the district administration to quickly implement public infrastructure projects and services.

“It has also been decided that for the seven Integrated Action Plan districts, all proposals under the (rural roads) scheme will be approved by the month end,” Kumar said.

Separately, Kumar suggested the formation of an independent commission to identify the poorest, or below poverty line (BPL), households and conduct a socio-economic census.

He said the commission should work independently like the Election Commission, which would help both the state and Central governments in identifying the real BPL beneficiaries.

“I suggest the formation of an independent commission which should regularly identify BPL or priority and general category beneficiaries under the food security law on set parameters,” Kumar said.

The Bihar chief minister said the “independent standing committee comprising specialists should add any real BPL beneficiary, if left out, and exclude such beneficiaries who have been wrongly included to receive benefits under the BPL category.”
