Ramesh gears up to make land bill, poverty count highly political by Prabha Jagannathan

NEW DELHI: Signalling clearly that the rural develpment ministry, virtually somnolent under minister Vilasrao Deshmukh, was set to go ballistic politically, minister Jairam Ramesh who took charge here on Wednesday spelt out deadlines for the three most important issues including the land acquisition bill, poverty count and stringent monitoring of UPA II's flagship programme the MGNREGA.

Jairam, who earned a lot of attention in his earlier charge, was credited with making environment a high profile, mainstream issue of much political consequence even while putting several corporate houses on notice for rule violations. Just a day after he was sworn into his new ministry here, he stressed that the new draft land acquisition bill, to be introduced in the monsoon session of parliament, would be put online by the end of this month for views. "It will be put up for public debate, similar to my approach in the environmetn ministry," Rameshs aid. Emphasizing the urgent need to keep farmers' interests in view while acquiring land for development purposes__this has become a key political issue in several states including UP where Rahul Gandhi is spearheading a movement to oppose acquisition by the state governmetn for private agencies__Mr Ramesh said that the draft would include both resettlement and rehabilitation issues in an omnibus legislation instead of being dealt with separately. Ramesh said that it was more crucial for the bill, introdcution of which in the coming parliament session was priority, to tackle compensation for those who earned their livelihood from the land being acquired as it was to appropriately compensate those who owned the land.

The minister also stressed that it was important to note for what purpose the land was being acquired: for key infrastructure projects or for relatively less important purposes.

On poverty count, an issue that has acquired immense importance following planned policies on food, fertilisers, employment etc that are pegged on a credible counting of those below the poverty line, Mr Ramesh said that a fresh and credible count of the poor in the country, thus far extremely controversial and political, would be completed by the end of this year.

Minister Ramesh also stressed that the key employment guarantee programme, the MGNREGA, would be monitored more stringetnly through social audits and be expanded and streamlined to include creation of more permanent and community assets compared to now.
