Ramesh slams Modi for Gujarat's poor show in social development

Union rural development minister Jairam Ramesh found an occasion for Modi-bashing at the release of UNDP's Human Development Index report, 2011, on Wednesday, saying there had been "retrogression" in social development indices in Narendra Modi-ruled Gujarat.

He also blamed the US for being the biggest contributor to non-sustainability, and slammed India for being 'hell-bent' on following the American model of development.

Speaking on the linkage between growth and development, Ramesh said, "Economic development does not guarantee human development. It does not automatically guarantee social development. A more disturbing fact is that actually economic development may lead to retrogression of social indices."

He used Kerala and Gujarat as contrasting examples. He noted that Kerala is number one state in India in terms of Human Development Indices (HDI), but has not recorded high economic growth. Gujarat, on the other hand, he cited, has a very high economic growth, but ranks low in human development. "Gujarat ranks even lower than some north Indian states, when it comes to malnutrition and hunger indices," Ramesh said. The recently released Indian Human Development Report had pointed out that Gujarat had fallen behind on malnutrition rates, even though it notched up economic growth.

"This is a paradox that in pockets of economic prosperity, you do not find commensurate increase in human development and social indices," he said.

The Union minister noted that the child sex-ratio too had declined in Gujarat. "Child sex ratio indices are not only adverse in Punjab, Delhi and Haryana, but have become increasingly adverse even in Gujarat, which is a bit of surprising. That was not the case 20 years ago," he said.

On sustainability - a theme of the released UNDP HDI report - Ramesh said, "The real drivers of non-sustainability are in advanced countries and the big elephant moving in that room is the US. It does not want to even engage in the debate over sustainability." But he did not spare India or China. "If the US had been the only country in the world doing this, it was manageable. But the US has such a powerful impact across the world that countries like China and India are hell-bent on following the American model. That is what is driving now increasingly non-sustainability."
