Ramesh to visit Jungle Mahal by Basant Kumar Mohanty

Union rural development minister Jairam Ramesh will visit Jungle Mahal on Saturday and meet Mamata Banerjee in Calcutta on Sunday to finalise a development package for the Maoist zone.

The idea is to take up Jungle Mahal as a test case for the two-pronged approach of development and police action to rein in the rebels. The state government recently decided to resume counter-Maoist operations in the region.

Ramesh will visit West Midnapore to review the implementation of rural development schemes and get a first-hand feel of the development deficit in the region. Union ministers Mukul Roy and Sisir Adhikari of the Trinamul Congress will accompany him.

On Sunday morning, Ramesh will meet Mamata to discuss a development package for Jungle Mahal, for which his ministry has tentatively prepared a blueprint.

“I will review the implementation of rural development programmes in the Jungle Mahal area, comprising the districts of West Midnapore, Bankura and Purulia. The concrete action plan will be finalised during my discussions with the chief minister,” the Union minister told The Telegraph.

Ramesh had last month sent his private secretary, R. Vineel Krishna, to Jungle Mahal to assess the region’s development needs and suggest which programmes should have priority. During Mamata’s Delhi visit last month, she and Ramesh had discussed the matter.

Among the government’s tentative plans are job-linked skill development training for unemployed youths in 23 blocks spread across 8,000sqkm in Jungle Mahal. The skill development centre may be set up in Jhargram. The course will be designed in collaboration with industry, which is expected to recruit the trainees.

More projects are to be undertaken in the region under the Integrated Watershed Management Programme to turn barren tracts into farmland. Piped water supply and Indira Awas Yojana housing are likely to be part of the package.

Ramesh has already agreed to sanction 1,000km of road construction in Jungle Mahal under the Pradhan Mantri Gram Sadak Yojana.

West Midnapore is now the only Bengal district that receives central assistance under the Integrated Action Plan (IAP), but the Centre is likely to bring Purulia and Bankura within its ambit. Under the IAP, a district gets an additional Rs 30 crore a year or so to carry out development projects.
