Rayagada tribals up in arms against mining by alumina company

CHANDRAGIRI (RAYAGADA): Tribals from Rayagada's Kashipur block have vowed to stopUtkal Alumina International Limited (UAIL) from mining at Baphlimali hills alleging that the company has backtracked on its promises.

"The company promised to bring about all round development of the affected villages and started construction work six years ago. We believed it and stopped our agitation against the company. But there has been no noticeable change in the lives of people living in the peripheral villages though 70% of the construction work is over," said Bhagaban Majhi, president of Prakrutika Sampad Surakhya Parishad (PSSP) that is leading the agitation. Tribals from Chandragiri, Maikanch and Kudupari panchayats have assembled under its banner.

The UAIL has set up a 4.5 million tonne per annum bauxite mining plant at Baphlimali hillls and a 1.5 million tpa alumina refinery at Doragurah in Kashipur block. According to PSSP, 108 villages, including three displaced ones, have been affected to acquire 2,868 acre land for the company.

Though the company had promised employment to the land losers not a single one has been absorbed even as a contract labourer. "Private agencies who have taken contract work at the compnay are engaging labourers from other places. The peripheral villages are without pucca road, healthcare facilities, schools and safe drinking water. People had dreamt of a better life with company but are languishing without even the basic facilities," it alleged.

"We are not against the company. Let the company operate but on a priority basis it has to address the villagers' demands. Apart from providing permanent jobs to the land losers, the company has to ensure all round development of the villages," said Majhi, adding that the agitation will be intensified if our demands are not met.

A senior company official said, "The company is always ready to cooperate with the affected villagers and all will do the needful within its limitations." In December 2000, three tribals participating in an anti-company agitation were killed in police firing at Maikanch.
