A state data centre meant to be the backbone of launching much-needed e-governance initiatives has been hanging fire for the last two years and now looks like stuck for another six months at least for want of a building.

An agreement to set up the centre, to come up under the aegis of National e-Governance Plan (NeGP), was signed with Sify Technologies in February, more than one and a half years after a tender was floated in October 2009.

“Since I am new to the IT department, I can’t elaborate on the reasons for the delay for selecting the agency,” reasoned state information technology secretary Satendra Kumar Singh.

“But we do not have a building where the agency can begin its installation job,” he told The Telegraph.

The state government had approved the plan for a new building near Engineers’ Hostel at Dhurva in June, but the building construction department was yet to float a tender in this regard, thereby delaying the project whose implementation was to be supervised by Jharkhand Agency for Promotion of Information Technology (JAP-IT).

Singh explained they okayed the plan for a new building once it was clear they would not have access to a ready building to launch the centre from. “Hence, we approved a plan for a new building in June,” he pointed out.

The Union government that has sanctioned Rs 46 crore for the data centre, which is a part of NeGP that prescribes such centres in 28 states and seven Union territories.

The data centres are to consolidate services, applications and infrastructure to provide efficient electronic delivery of government-to-government (G2G), government-to-citizen (G2C) and government-to-business (G2B) services.

Once ready, the Ranchi data centre will enable various departments to host their services/applications on a common platform leading to ease of integration and efficient management, ensuring optimal use of computing resources and e-connectivity infrastructure.

The centre requires 3,200 sq feet space. According to sources, the building construction department had earlier allotted the old office of the senior superintendent of police (SSP) near Kutchery Chowk for it.

But the building turned out to be unsuitable as officials realised the first floor would not be able to bear the weight of electronic equipment that include a number of computers, servers, UPS systems, et al.

Building construction secretary K.K. Khandelwal, however, denied his department was responsible for the delay. “Though the plan has been sanctioned, it takes time to prepare a detailed project report and float tenders,” he pointed out.

He said the tender to construct the new building at a cost of Rs 70 lakh would be floated soon. The building should be ready within four to five months, he added.

Significantly, chief minister Arjun Munda regretted the slow pace of work on the data centre.

“I want to put all information about the government’s functioning on the Net so that it is accessible by the public. I want to make all government services accessible to the common man in his locality through common service delivery outlets and ensure efficiency, transparency, and reliability of such services at affordable costs,” he told The Telegraph.

As is usual with Jharkhand, the intent is sincere. But implementation is lax. Hopefully, the state IT department will be able push through its latest initiative and ensure the data centre is set up without any further delay.
