Chief minister Arjun Munda today asked director-general of police (DGP) G.S. Rath to speed up the probe into Niyamat Ansari’s killing and book the guilty at the earliest, hours after the CPI(Maoist) claimed responsibility for the March 2 murder.

The development came on a day the DGP dubbed the slain MGNREGS activist a “man of debatable character”.

Last night, some Maoist pamphlets in which the banned outfit claimed that it had carried out the killing were recovered from Manika. Confirming this, Latehar superintendent of police Kuldeep Dwivedi said: “The rebels are also said to have sent press releases to newspaper offices in Latehar, saying that they were involved in the murder.”

Today, speaking to The Telegraph, the chief minister said the DGP had been asked to make a breakthrough. “I have directed the DGP to arrest the killers at the earliest,” he added.

Four days after Niyamat — who had exposed corrupt practices in implementation of the rural job scheme at Jerua village in Manika block of Latehar district — was killed allegedly by contractors with Maoist links, police have been able to arrest only one accused, Arun Singh.

Rath said efforts were on to arrest the seven other accused — contractor Shankar Dubey, his associates Vijay Dubey, Purushottam Prasad, Vashishth Tiwari, Premchand Singh and Devas Singh, and Sudarshanji, a Maoist. He, however, added that police were considering various angles as Niyamat, a close aide of economist and one of the architects of MGNREGS, Jean Dreze, was a man of “debatable” character.

Officer in charge of Manika police station Bharat Ram said Niyamat was sent to jail for a week in January this year in connection with a case of forestland encroachment. He was later released on bail. “Niyamat faced charges of cleaning forestland to construct houses there and then distributing them among the homeless,” Ram added.

The second angle that the police are probing is rivalry. “While Niyamat was associated with Gram Swaraj Abhiyan, the accused have links with Van Raksha Samiti that apparently enjoys Maoist support. But then, it is also a fact that Niyamat had made several enemies by exposing corruption in the rural job scheme,” Rath said.

In another development, Manika police arrested former block development officer (BDO) of Manika Kailash Sahu, who is now the block co-operative officer, and postmaster of Rankikala Ashok Tiwari last night. On February 20 this year, Niyamat and his associates had exposed embezzlement of MGNREGS funds at Rankikala gram panchayat in Manika. In response, the present BDO of Manika Pratap Toppo had filed an FIR against Sahu and Tiwari.

Rath maintained that Sahu’s arrest, though not linked with Niyamat’s murder, had exposed bungling in the implementation of the job scheme in Latehar.

Dreze along with his associates, visited Jerua today. Members of People’s Union of Civil Liberties (PUCL) and United Milli Forum accompanied the economist. They interacted with Niyamat’s family members to get to the root of the incident.

“Our investigation is not over. We have to meet a few more people after which we will sit together and analyse the events leading to Niyamat’s murder. At the moment, all I can say is we condemn the killing,” said Shashi Bhushan Pathak, general secretary of PUCL, Jharkhand.
