Nitin Gadkari is a man in a hurry to dismantle the edifice of rights-based legislation enacted by the United Progressive Alliance (UPA) government. He has already set in motion steps to emasculate the historic land acquisition law passed by Parliament enthusiastically in September 2013. He has set his sights now on the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) if his intervention in the recently concluded session of the Lok Sabha is any indication.

Launched in February 2006, MGNREGA provides unskilled employment of last resort, particularly for those who are in extreme distress. It has three inter-related objectives: (i) to provide wage employment to those who demand it at locations close to their place of residence; (ii) to empower gram panchayats and give them, at a minimum, an equal say in the selection and execution of works; and (iii) to create productive community assets. Each of these objectives is important. Also, around 65-70% of MGNREGA's employment is provided during the lean agriculture season (January to June). This indicates that MGNREGA is a supplementary source of employment and does not substitute for employment in agriculture.
