Bhubaneswar: The Odisha government proposes to set up review committees at village levels and urban areas to keep a tab on all health related programmes.

The committees, which will have people from various walks of life, will do social audit of the projects being implemented in their areas.

Health and family welfare minister Damodar Rout today said: "The committees will be set up in rural as well as urban areas. All future health plans and schemes will be decided after taking recommendation of these committees."

Admitting that there was an acute shortage of nearly 1,200 doctors in Odisha, Rout said the government had already given nod to appoint 443 doctors on adhoc basis. Odisha has 4,263 sanctioned doctors' posts. "Efforts will be made to appoint at least one doctor in each state hospital. A transparency policy will be adopted while transferring doctors."

To provide better health care, Rout said there was a plan to set up as many as 13 medical colleges in Odisha. At present, the state has three government-run and four private medical colleges.

The public sector undertakings have evinced interests to set up medical colleges. The NTPC plans to set up a medical college at Sundergarh, the MCL at Talcher and Nalco-Koraput and the Rourkela Steel Plant in Rourkela.

Odisha has also mooted a proposal to the Centre to set up one medical college each in Balangir, Koraput, Balasore and Mayurbhanj. "The Centre has a plan to set up 55 medical colleges across the country. Of the fund required for it, the Centre will provide 75 per cent and the rest by the state," the minister said.

In another development, the Odisha government has asked all private medical colleges to reserve 75 per cent seats for students belonging to the state. Of the seats, nearly 60 per cent will be filled up according to the government norms, Rout said.

In the Assembly, the minister, while presenting a budget of Rs 2,206.80 crore for the department last night, said once all the medical colleges would come up, there was a plan set up a health university. "Besides, we are planning to create an engineering wing in the health department itself as construction has gone up over the years," Rout said.
