GUWAHATI, 7 MAY: Asian Centre for Human Rights (ACHR), a New Delhi-based rights body, has come out strongly against the Delhi University (DU) for its decision to introduce compulsory Hindi and other Modern Indian Languages (MIL) in its courses without assessing the ground reality and urged the University Grants Commission to intervene with the famed university "to halt the four year undergraduate programme and not to introduce compulsory MILs without assessing the faculty strength".

Terming the action of DU as "against national integration", the ACHR asserted that the celebrated university "must not be allowed to introduce compulsory MILs which, by any definition, is discriminatory".

The prestigious university recently made it compulsory for all students to opt for either Hindi or 22 other MILs in its four-year course programme for undergraduates, which has been termed "a conspiracy to keep the students from north-eastern region out of Delhi University" by the ACHR.

The ACHR director Suhas Chakma pointed out that there are hundreds of languages in the north-eastern region, but among those only three languages ~ Assamese, Manipuri and Bodo ~ are recognised as MIL in India.

"Students are taught in various other languages such as Mizo and Khasi up to university level but these are not recognized as MIL. As students are not taught MIL but their languages, they will be effectively booted out from the Delhi University. Further, not a single college under the DU has a faculty to teach Bodo, Assamese and Manipuri that implies that all the north-eastern students will be affected," said Mr Chakma.

Citing the outcome of a recent RTI application with the DU authority, where Mr Chakma wanted to know the name of the colleges under the said university where MILs are taught with the list of MILs taught in each college and the number of faculty members for each MIL in each college under DU, the concerned deputy registrar stated that "it has no information about the number of staff teaching MILs in Delhi University".

Rather the university authority asked Mr Chakma to seek the information from individual colleges under DU. This shows that the Delhi University had not even conducted the basic assessment about faculty strength to introduce compulsory MILs for the university, asserted Mr Chakma.

Earlier, the ACHR had filed a complaint with the National Human Rights Commission against the Delhi University and urged the national body to intervene in the matter and "direct the DU to revoke its new policy to introduce Hindi or other MIL as a compulsory subject, rather make Hindi or other MIL optional and allow the students who have not studied MIL to take other subjects in lieu of Hindi or MILs" in compliance with Article 14 of the Constitution relating to the right to equality.

CPM seeks PM's help over extension of course duration

NEW DELHI, 7 MAY: The CPI-M has sought Prime Minister Manmohan Singh's intervention in the Delhi University's "hasty" decision to add one more year to the three-year duration of the graduate courses, in "violation" of UGC guidelines. CPI-M leader, Mr Sitaram Yechury, told reporters today that the Delhi University was set up by an Act of Parliament and any major changes should be discussed in Parliament. The party had submitted a memorandum signed by 36 MPs to the Prime Minister. Mr Yechury said the Prime Minister too had asked "what is the hurry" in increasing the course duration. Mr Yechury said how would students from other parts of the country come to Delhi University when they can get an Honours Degree in three years in their home states. "Though the Vice-Chancellor claims that all statutory bodies have given their approval, hurried decisions without addressing legitimate concerns may not be wise decision," the MPs memorandum said.
