Rights panel calls for report on torture in police custody

The West Bengal Human Rights Commission has sought a report from the Superintendent of Police, Paschim Medinipur district, on allegations of torture of a young man who was handcuffed to his hospital bed after he allegedly attempted suicide while in custody, officials of the Commission said on Monday. The youth is suspected to be involved in Maoist activities.

“A report may be called from the SP Paschim Medinipur within four weeks of the receipt here of… Take further notice that that in default the Bench/ Commission may proceed to take such action as it deems proper,” Justice (retd) Asok Kumar Ganguly, chairperson of the commission stated in the directive issued by the commission.

In a complaint filed to the commission by a representative of a civil rights group, Kamalesh Mahato (23) arrested on April 28 and remanded to judicial custody allegedly tried to commit suicide on May 8, was handcuffed by the police authorities to his hospital bed.

“The handcuffing of a patient to his hospital bed is against all democratic and legal norms of a civil society… The matter should be inquired and the persons responsible for the reprehensible act must be proceeded against,” the letter of complaint said.

The complaint was registered last month by Bapi Sengupta, assistant secretary Association for Protection of Democratic Rights (APDR).
