Central government officials will not be empanelled for promotions if they fail to meet the deadline for submitting their annual property returns to the government.

The Centre, in an office memorandum issued today, has instructed central secretariat service officers to submit annual immovable property returns for the calendar year 2011 by the end of this month.

Officers, particularly class ‘A’ officers, “who do not submit the property returns by the prescribed time will be denied vigilance clearance and will not be considered for promotion and empanelment for senior-level posts in the Government of India”, according to the office memorandum.

Officials said the clause of not considering for promotion officers who fail to submit their property returns would be extended to cover all central civil service officers.

The order comes close on the heels of the government’s stand-off with Team Anna over bringing sections of officials under the Lokpal.

There have been several instances, most recently by some Indian Police Service officers, of officials failing to submit their property returns within the deadline.

The office memorandum said that many officers had not submitted their returns even for the years 2009 and 2010 or failed to adhere to the due date. “In several cases, the immovable property returns were received in this division much later and only after repeated reminders,” it added.

The memorandum noted that in several cases, the returns “did not reflect the complete details of the properties and only indicated ‘same as previous year’ or ‘no change’ etc”.

It asked officers not to use “phrases such as ‘same as previous year’ or ‘no change’. Full particulars of the immovable property inherited/ owned/ acquired or held should be furnished”.

The home ministry has asked all state governments to ensure that IPS officers of their cadre should submit the immovable property returns for 2011 by January 31.

The directive came after the ministry compiled a list of over 700 IPS officers who defaulted on submitting their property returns for 2010.

The ministry put up the names of these officers on its website after they failed to submit their returns even after several reminders.

The list named 713 officers, nearly a fifth of the sanctions strength of 3,393 IPS officers in the country. Bihar topped the list with 85 of its sanctioned strength of 156 officers not having filed the immovable property returns even after 10 months beyond the deadline.
