‘Rise in custodial death complaints’

Chairman of the State Human Rights Commission S.R. Nayak said here on Sunday that the commission was receiving complaints regarding custodial deaths every day.

“The number of complaints being received by the commission on custodial deaths has increased. We have been getting such complaints daily,” he told presspersons. Referring to the law and order situation and the state of affairs in Bellary district, Mr. Nayak said the commission had recommended to the State Government to transfer the Superintendent of Police. Besides, the commission had recommended that the Government revamp the entire administrative machinery of that district. “I have written to the State Home Secretary and the Chief Minister to this effect,” Mr. Nayak said. Mr. Nayak said that from its inception till 2009 December-end, the commission had registered 13,980 cases in the State.

Of them, 3,269 were registered suo motu, based on media reports and other information. Of the total cases registered, 6,740 had been settled. The chairman took exception to the style of functioning of some non-governmental organisations working in the field of human rights. He said some of them became active and approached the commission only if the human rights of minorities were violated. “They do not bother when the human rights of the majority community are violated. This is not fair. The NGOs should have commitment towards highlighting violations of all kinds of human rights, ” he said.

He was in town to receive complaints from the people.
