Rs 13,742-cr development plan worked out for Naxal districts by Shishir Gupta

Armed with integrated action plans for 35 Naxalite-affected districts in nine states, the Planning Commission is all set to approach the Union Cabinet for a proposed outlay of Rs 13,742 crore to wean away the tribals from sympathising with the Maoists through comprehensive infrastructure and economic development as well as proper implement of the Panchayats Extension to Scheduled Areas (PESA) Act, 1996 and related Scheduled Tribes and other Traditional Forest Dwellers Act, 2006.

Under the proposed outlay, about Rs 5,768 crore would be required to be spent on road connectivity, Rs 1,602 crore on education, Rs 850 crore on health services, Rs 835 crore on rural electrification and Rs 888 crore on irrigation to bring the least developed areas on par with national development.

The integrated action plan, which Finance Minister Pranab Mukherjee had asked the Planning Commission to prepare for the affected areas in the 2010-2011 Budget, will be discussed by the apex planning body on Monday before being sent to the Union Cabinet. The final plans for the 35 LWE districts have been prepared in consultation with the chief secretaries of the nine most affected states, district magistrates and a study by senior Planning Commission officials on the ground.

Recognising that the key to self-governance and empowerment of people in 19 out of 35 districts is the proper implementation of PESA and Recognition of Forest Rights Act, the action plan proposes a minimum support price for minor forest produce with empowered gram sabhas/ panchayats responsible for eliminating middlemen and extremists. It has been found that the middlemen and extremists were taking 70-80 per cent of the cut, causing losses to the primary gatherers (tribals).

The following steps have been proposed:

* All forest lands used by tribals for growing rice and other subsistence commodities of food consumption should be allotted to traditional cultivators after preparing authentic maps, fixing boundary poles, computerising revenue record system, and the land should be mutated in their names.

* Any paper (patta) given to a tribal should be specifically declared as a negotiable instrument for availing subsidy, claiming calamity relief, raising loans and insurance.

* State governments should, by notification, establish a fund called “State Mineral Fund” and levy upto 10 per cent of the royalty collected for extracting major or mineral minerals in the states. This is at present a provision in the Mines and Minerals Development Regulation Bill, 2010, which is being dealt with by a Group of Ministers. As states are already collecting Rs 4,500 crore as royalty, the minor levy will help development and assuage local people.

Besides, the integrated action plans have identified areas that could be delivered to the people of the 35 focus districts immediately, in short-term and in medium-term initiatives. The immediate initiatives are: dwelling units under Indira Awas Yojana, pension, improved public distribution system, BPL cards and NREGA scheme. The short term development initiatives are: drinking water supply, concrete village roads and local transportation. The medium term initiatives include education, health, roads, electrification and irrigation.

For improving governance in the focus districts, the action plan has proposed: special incentives of 50 per cent extra pay for all staff on transfer to these districts; assured posting and transfer after two years; good accommodation and schooling facilities in the districts.

Apart from spelling out detailed plans for improving health, education, power and connectivity in these districts, the plan proposes largescale recruitment of tribal youth in these districts into army, police and paramilitary forces to eradicate unemployment and subsequent dissatisfaction.
