Rs 3,300 crore for 60 Naxal-hit areas

Aiming to arrest the spread of Red terror in the country, the Union Cabinet cleared a Rs 3,300 crore special plan for 60 Naxal-affected districts across nine states to ensure overall development of these areas. Earlier, 35 districts were slated to receive the funds.

Under the special plan -- Integrated Action Plan (IAP) for Selected Tribal and Backward Districts -- each of the 60 Naxal-hit districts would get Rs 25 crore this fiscal for taking up developmental work --- setting up schools, health facilities, roads and access to safe drinking water. In the next fiscal (2011-12), the funds will be increased to Rs 30 crore for each district.

But, contrary to the Plan panel's argument that civil society organisations and panchayati raj institutions should be entrusted with active role for developmental work in Naxal-hit areas, respective district administration has been given the responsibility.

"In the current year (2010-11), a block grant of Rs 25 crore will be made available to each of the 60 districts for which the schemes will be decided by a committee headed by the district collector. District SP and district forest officer will be the other members," stated a government release.

IAP would be given as an additional Central assistance scheme on a 100% grant basis to be implemented in two years, home minister P Chidambaram said.

The projects would have to be completed by March in a "concrete" and "visible" manner, he added.

The works would be taken up by district collectors by December 1, he said, adding the block amount of Rs 25 crore would have to be utilised in the rest of four months of the current fiscal.

Elaborating on the action plan, the home minister said, the grant would be utilised by a committee, headed by district collectors, to undertake doable projects like construction of link roads, panchayat ghar (office building).

The government, he added, proposes to convene a meeting of the collectors of 60 districts soon to apprise them about the scheme, and also the urgency to complete projects within the stipulated timeframe.
