Even as the popular demand for creation of separate Vidarbha state and development of the region is doing rounds for some time, a gross negligence on part of both, the politicians and the bureaucrats implementing the state government schemes has surfaced.

Sources close to the divisional commissionerate told PTI that as many as Rs1193.88 crore out of a total allocation and release of Rs2997.03 crore of Vidarbha package have not been spent till September this year.

Maharashtra chief minister Ashok Chavan, his cabinet colleagues and the concerned bureaucrats are basically responsible for not spending the huge amount on various developmental activities, they said.

The major departments whose allocated funds have not been used include, housing, industries, tribal development, school education, water resources, public works and cultural affairs.

Chavan had announced Rs10,000 crore last December but the release and spending was not monitored by the concerned ministers and bureaucrats in Nagpur and Amravati division.

Amount of Rs4800 crore was meant for Amravati division (western Vidarbha) and Rs5200 crore for Nagpur division out of which Rs1838.74 crore was released during the year 2009-10 and Rs1158.29 crore is for the current fiscal year.

Nagpur division could spend just Rs1803.15 crore during the last two years, sources said.

Water resources is the major defaulter in the Vidarbha package and Rs916.09 crore which is unspent are lying with the authorities. The funds were meant for setting pace for pending and incomplete irrigation projects in Vidarbha, sources said.

For the year 2009-10 and year 2010-2011, the state government has released Rs 2997.03 crores of which only Rs1803.15 crores has been utilised, they added.
