New Delhi: The Centre has dropped two Supreme Court-appointed food experts from its reconstituted midday-meal monitoring panel and included a member from an RSS-linked organisation with no expertise on such issues.

N.C. Saxena and Biraj Patnaik, the two food security commissioners on the first panel set up by former HRD minister M. Pallam Raju, have been dropped by an empowered committee headed by minister Smriti Irani. The top court had appointed them in 2002 to help it monitor implementation of its orders on food security.

Last week, the reconstituted panel included representatives from NGO Adamya Chetana and Vikash Bharati, a Jharkhand-based organisation working on skill training and marketing of products of tribals.

Ashok Bhagat, the secretary of Vikash Bharati, is on the panel. One of its officials, Pankaj Rai, said the organisation worked in collaboration with the RSS-affiliated Vanavasi Kalyan Ashram in the tribal-dominated state.

T. Sundararaman, an expert on community health and the executive director of Delhi-based NGO National Health Systems Resource Centre, said the dropped commissioners were experts on food security.

"You are dropping two persons with expertise and including an organisation with little expertise. The government should not be so driven by ideology that it fails to recognise the minimum requirement of competence," Sundararaman said.

An HRD ministry official said the representative from Vikash Bharati had been included in view of the organisation's social work in Jharkhand.

The dropped commissioners, Patnaik and Saxena, said it was the government's prerogative to decide who would be on the panel.

"It is better for us. We are now independent of the government. We can monitor the apex court's food security orders on our own," Saxena said.
