The formation of School Management Committee (SMC) in the primary schools under the Right to Education Act (RTE) is a good idea but lack of any guidance for selection of the members of the committee has raised curiosity among educationists. Such committees are to be formed in 34,000 schools.

Educationists working in the field of RTE believe that school authorities include poorly educated parents in the SMC that might not serve the very purpose of its formation. An NGO working in the field of education said that this is being done in absence of any written rules to nominate parents of the kids.

As per the general resolution for implementation of SMC, 75% of total 12 members have to be parents of the students. Of the 12 members, 50% or 6 have members have to be women. And the remaining 25% of the members should include a nominee of the grant panchayat, school teacher/principal and an educationist from the village.

"When there are specific norms for representation for the 25% of members in the committee, the norms for formation of 75% members are not specified. The power of choosing the parents in the SMC is given to principals. They choose parents who are not very educated and who do not object to the school authorities' decisions," said an NGO member requesting anonymity.

The 12-member SMC is responsible for framing a development plan for the school, looking after expenditure by school authorities and approving it, and planning hygiene in the school. They are also responsible for taking crucial decisions related to education at the school.

Project director of the Sarva Shiksha Abhiyan, Manoj Agarwal, said that the norms for formation of the SMC are framed by the central government. "We chose to have less educated parents in the SMC. We have conducted training sessions for SMC members and the purpose is to train such parents who can later take keen interest in the development of the school and their children's future," he said.
