RTE onus on Centre, says Kageri

The Karnataka government has made it clear that the ball is in the Centre's court to ensure implementation of Right to Education (RTE).

At a conference on RTE organized by Sarva Shiksha Abhiyan and Centre for Educational and Social Studies (CESS) on Tuesday, primary and secondary education minister Visweshwara Hegde Kageri said: "Unless the Centre releases its share of funds, it will be difficult to implement RTE."

The government has received 1,700 suggestions/objections for the draft rules. "SSA is compiling all of them. Once that's done, the state will discuss with the Centre and, if possible, come out with the revised draft rules," he said.

As per RTE, the teacher-student ratio should be 1:30. But currently, the status is 1:40. To bridge the gap, Karnataka will start recruiting teachers shortly, once the finance department approves the proposal.

"Unfortunately, all investments are made in higher education. Even primary educatuion should be given importance...RTE is the government's biggest responsibility now," the minister pointed out.

CESS president P V Krishna Bhat said the government needs to look at the ground reality and put in place infrastructure before passing the legislation.
