RTI activist goes missing in Capital by Ashok Kumar

A 38-year-old Right to Information activist, Shiv Kumar Tiwari, who had carried out a sting operation on New Delhi Municipal Council officials and Delhi Police personnel for taking bribe leading to several arrests and also filed a complaint in the sensational MCD “ghost employees” case, has gone missing under mysterious circumstances from Ghazipur here.

Mr. Tiwari, a florist who owns “Tiwari Flower.com” on Baba Kharak Singh Marg in Connaught Place, had gone to buy flowers from the Ghazipur mandi in the early hours of Thursday along with one of his employees, Chandan, when he went missing.

Recalling the sequence of events leading to his disappearance, Mr. Tiwari's brother Aditya said: “Shiv left his Rani Bagh home along with Chandan in his black Wagon-R car around 4 a.m. and the two reached Ghazipur mandi an hour later. He then left the car in the parking lot and went to buy flowers telling Chandan to wait for him. He usually rings up his wife and other family members several times in the morning. When he did not call up on Thursday we grew suspicious. We tried to call him, but his mobile phone was out of reach. An hour later, the phone was found switched off. We grew anxious and I reached Ghazipur mandi where I found Chandan in the car.”

When Chandan told Aditya that Mr. Tiwari had gone to buy flowers but had not returned, the latter rang up the Police Control Room. A case was later registered at the Ghazipur police station.

The victim's family suspects that those who had been arrested based on his complaint could be behind his disappearance. “We have strong suspicion that he has been abducted. He had unearthed the massive corruption in the NDMC and the Police Department leading to several arrests. Some of those persons are now released and got posting in the same area. He had been receiving threatening calls for the past several weeks. We fear for his life,” said Aditya, alleging that the police did not seem serious about tracing him.

At least 17 officials of the NDMC and some Delhi Police personnel were sent to jail in October 2008 after the Anti-Corruption Branch arrested them on charges of corruption following a sting operation. The action was taken on Mr. Tiwari's complaint accusing the officials of collecting bribes on a monthly basis as “protection money”.

Mr. Tiwari had also filed a complaint in the MCD “ghost employees” case in 2010 following which the ACB had initiated investigation into the matter.
