RTI reveals three-year delay in printing of ration cards

Information Commissioner Shailesh Gandhi has pulled up the Delhi Government's Food and Supplies Department for a “distressing state of affairs where ration cards are not being printed for three years by a vendor''.

Mr. Gandhi made the observation while disposing of an appeal by a resident of a slum cluster in Delhi who had filed a Right to Information application with the Department on not getting a ration card even three years after applying for it.

In response to the application filed by Suraj Pal, a resident of Jhuggi-Jhonpri Colony, Batana, the Public Information Officer, Chokhe Lal, had replied that the Below Poverty Line ration cards could not be printed as they were sent for “modernisation'' but were yet to be received back by the Department. The PIO had also stated that “new ration cards are sent to VIRGO company''. As for the appellant's ration card, he said, it was “still to come back.”

The Information Commissioner in his order said “the appellant has basically filed this RTI application since he has not got his ration card. The FSO states that the printing of the ration cards is outsourced to VIRGO who have not supplied the ration cards since three years''.

Mr. Gandhi said the Department at the highest level has to take responsibility for the distressing state of affairs where ration cards are not being printed for three years by a vendor.

Stating that “it is unimaginable that the Department cannot find a corrective for this'', he said “this is unnecessarily harassing citizens and also PIOs who are left to justifying a completely unjustifiable situation.”

Meanwhile, Delhi Food and Supplies Minister Haroon Yusuf said it was not that ration cards had not been made at all for the past three years. “We are regularly making new ration cards. This could be a one-off case and we would look into it.”
