Rural masses in state more aware about RTI: CIC by Kshitiz Gaur

Chief information commissioner (CIC) Wajahat Habibullah on Sunday said rural people in Rajasthan are more aware about the Right to Information (RTI) Act. RTI is the only tool which compels politicians as well as bureaucrats to maintain transparency in their functioning.

Habibullah was speaking at a seminar on How RTI is Useful To Eradicate Corruption from Politics organised by Citizen Council and PUCL. "The whole world is looking towards our country for its implementation. We are proving that we have the largest and best democratic set-up."

Habibullah said Ajmer is the birth place of this act and activist Aruna Roy started the movement for it. A survey was conducted to know how many people know this act. About 40% people from urban areas and 20% rural people know about it. Thirty percent of them use RTI. "It is only Rajasthan where more rural people know about this act and they also use this power to get the information," he said.

Habibullah said corruption can be removed from the system by making information public. All the government departments should follow Section 4 of the act seriously. "The Supreme Court is the only body which is following Section 4 by giving all information required by people on its website," he said.

The Magsaysay award winner Aruna Roy said getting information is the right given in the constitution of India. "The act has made the government responsible and transparent and this is the real democracy," she said. She further added that citizens have emerged as fifth pillar of democratic set up in the country.

Former defence secretary Ajay Vikram Singh urged to make people aware and educate to make use of this act and its implementation.

Divisional commissioner Atul Sharma emphasised on changing culture of working in government offices and said people still feared to enter the office of district collector and to sit in front of them.
