Rural road projects delayed -Faizan Ahmad

PATNA: The central construction agencies have failed the state once again insofar as the completion of rural road projects is concerned. Rural works department (RWD) minister Bhim Singh, who visited 12 districts to review the progress, lamented, "They have displayed their inefficiency by not constructing the roads they had been allotted."

Singh called the representatives of five central agencies and strictly told them to complete the projects by June this year. The June 13 deadline was set by the agencies itself, but Singh said after physical verification of the works, he was sure they could not meet their own deadline.

The minister said the National Projects Construction Corporation(NPCC), National Building Construction Corporation (NBCC), CPWD, IRCON and National Hydro Power Corporation (NHPC) were carrying out road construction work in the state at snail's pace. These agencies have been allotted 2,431 roads measuring 13,602km and were also entrusted the job to maintain them. Singh said 384 roads measuring 1,963km had not been constructed. The work on some of the roads started way back in 2007. The state government released Rs 130 crore to them for the maintenance of the roads, but they could spend only Rs 54 crore and a sum of Rs 76 crore is lying unspent.

While the NPCC has 153 roads measuring 772km incomplete, NHPC has 87 roads measuring 351km, IRCON has 52 roads measuring 254km, CPWD has 47 roads measuring 289km and NBCC has 45 roads measuring 297km incomplete.

It was because of this slow pace of work that the state pleaded with the Centre to permit the state agencies to execute the work. Last year, the Union ministry of rural development decided not to allot any more rural road construction work to central agencies.

The RWD minister said during his visit to the districts, he was told by the people's representatives that they were facing embarrassment due to non-completion of the road projects and there was palpable anger among the people who were holding the state government responsible for the failure of the central agencies. Singh said he called meetings of the public representatives as well as local people and the NDA workers and told them about the reasons behind the non-completion of road projects.

NHPC is working in Sheohar, Muzaffarpur, Vaishali, East and West Champaran and Sitamarhi districts while NPCC was allotted work in Patna, Munger, Bhojpur, Buxar, Nalanda and Rohtas districts.

Patna: Rural works department minister Bhim Singh has expressed concern over the strike by graduate engineers. "It is unfortunate that they left the talks with high officials in a huff and proceeded on an indefinite strike. Their problems can be solved only through negotiations," Singh said and added the strike would affect works since it was the peak period for construction works.
