Rural road projects hit Red roadblock in state -Divy Khare & Sanjay Ojha

Ranchi/ BOKARO: Maoist activities and presence of a number of splinter groups are deterring construction of new roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the hinterland.

Sources in the Jharkhand State Rural Road Development Authority (JSRRDA) said construction of a number of roads under the central scheme has either not started or has stopped due to Maoist problem. There are many places in Latehar, Gumla and Palamu - some of the most disturbed districts in Jharkhand - where construction of roads have not started even after government floated tenders at least five to six times.

No contractor has come forward to bid for the Raidih-Tabela road project owing to fear of the rebels despite the tender being issued six times. In Latehar, the rebels torched earthmovers and other construction equipment after which the work on the project was stalled.

"In almost every Maoist-affected district, the situation is the same. Either contractors don't come forward or the work gets stalled after attack by the rebel," said an official of JSRRDA.

The rebel has even attacked a road construction site in West Singhbhum district where the Centre-sponsored Saranda Development Plan is going on in full swing under direct supervision of rural development minister Jairam Ramesh.

At places, where roads have been constructed in the last few years, the quality is not good. One of the main reasons behind this is that main contractors are sub-letting the work to local people who do not have the required expertise to execute the work. The sub-letting process is convenient in most of the times as local people manage to finish work by appeasing the rebels but quality of roads constructed get compromised.

In Bokaro district alone there are a number of roads which are in bad condition due to poor quality of material used at the time of construction. Mihir Singh, Bokaro Zila Parishad chairman, has prepared a list of roads which were constructed under PMGSY and are in bad shape.

A member of the Bokaro Zila Parishad, Jawahar Mehta, said most of the roads are in very poor condition. "A few of them which were constructed in phase V, including Sapda-Asanbani, Sijua-Radhagram and Jaraidih-Baramsiay roads, are in bad shape," said Mehta.

Anjana Devi, technical secretary to CEO of JSRRDA, claimed that they are now constantly monitoring the quality of construction.

"There was a time when around 40 per cent of roads were of poor quality but things have changed and now only 2 per cent roads are of inferior quality. We are taking steps and in future no PMGSY road will be of inferior quality," she said.
