SC says ban on diesel vehicles of over 2000 cc will continue in Delhi

New Delhi: The Supreme Court said on Tuesday a ban on the sale and registration of diesel vehicles with engine capacities of 2,000 cc and above in the national capital region will continue as it heard a plea by automobile manufacturers seeking a modification of its order.

Senior advocates Abhishek Manu Singhvi, Kapil Sibal and Gopal Subramaniam were representing Mahindra and Mahindra, Mercedes and Toyota seeking modification of its December 16 order, imposing the ban in the wake of alarming air pollution, particularly during the winter season, in the national capital region (NCR).

The apex court had imposed a blanket ban on registration of diesel vehicles of 2,000 cc and above, including SUVs, in the NCR, noting they are prone to cause higher pollution level and are used by the affluent sections of society.

It had directed a 100% hike in the environment compensation charge (ECC) for light and heavy commercial vehicles entering Delhi. The court had also said no commercial vehicle registered prior to 2005 will enter Delhi and all taxis will have to switch over to CNG by March 1.

The SC had, however, exempted the new commercial light duty diesel vehicles saying that they can continue being registered in Delhi for the present on account of the public’s dependence on such vehicles for the supply of essential items.

According to industry experts, about 400,000 units of diesel vehicles with two-litre or heavier engines are sold in the country annually and of these five to eight percent are sold in the NCR.

Data shared by the company (from the Delhi government’s website) show that of the 2.64 million cars registered in the National Capital Territory until March 2015, 1.42 million were of BS II, the government-mandated Bharat Stage emissions standard. The current required standard is BS IV.
