School expels 28 students for not paying 'excess fee' -Manish Raj

CHENNAI: The fate of 28 students of Doveton Higher Secondary School in Kilpauk, expelled on Monday for not paying the"excess fee", remains uncertain.

The school's Student Parent Welfare Association (SPWA), which has been protesting against the"arbitrary fee hike" for the last three years, said the problem began in 2010 when the fee was more than doubled. After several negotiations with the management and complaints to some government officials, the SPWA moved the Madras high court in 2012. The court asked the school authorities to fix the fee in accordance with the recommendations of the fee committee.

The inspector of Anglo Indian Schools, the nodal authority for institutions affiliated to it, finalised the fee structure according to the recommendations of the government-appointed fee committee but the school continued to levy the"extra fee," said SPWA president N Anand.

Those who did not pay the management fee were humiliated and some were made to stand in a corner and taunted about their parent's income, he said.

Things came to a boil on May 31 this year when SPWA members went to pay the fee for the 2013-14 academic year."The school demanded that we pay the extra fee along with the arrears that had accrued as a result of non-payment of management fee for 2012-13. When we requested to meet the correspondent, they kept us waiting for more than six hours. Around 3pm, they locked the gates and called police saying we were rioting on the campus," said Anand.

The same day, the parents of the 28 students received a notice saying they had damaged school property worth several lakh and that a failure to submit an answer would result in expulsion of their wards."Before we could approach the authorities, the students were expelled on Monday," said Bhaskar Murthi, a parent.

When contacted Chennai chief educational officer T Rajendran said an inquiry report from the inspector of Anglo Indian Schools was awaited and action would be taken based on it.

The spokesperson for Doveton School Association, which runs three institutions including Doveton Highre Secondary School, refused to comment saying"the issue was pending before the court."
