School texts not to feature any 'offensive' cartoons: Govt

School textbooks will not feature any 'offensive' political cartoon, the government assured on Monday, days after a 1949 cartoon of Dalit icon Ambedkar in a political science text rocked Parliament.

The government has ordered an inquiry to identify NCERT officials responsible for inclusion of the Ambedkar cartoon in the textbook, HRD minister Kapil Sibal said in the Lok Sabha. "I found that a number of cartoons were inappropriate...a review of all textbooks of political science as well as a general review of all books of NCERT should be undertaken to ensure that inappropriate material is excluded from these textbooks," Sibal said, adding, "a large number of depictions...are offensive and inappropriate."

The minister's statement came after members across the political spectrum expressed concern over such material in textbooks and claimed that the 'impressionable minds' of children were being 'poisoned' by such cartoons. Opposition parties even demanded Sibal's resignation over the issue.

Academics, however, questioned Sibal's decision: "If a particular page or pages have to be dropped, then please do, but don't withdraw these books," said historian Ramachandra Guha, who was a member of the committee that devised the National Curriculum Framework. Guha said textbooks written in conformity with NCF, especially on sociology, political science and history, were outstanding and made humanities subjects accessible and interesting.

Sociologist Dipankar Gupta said the textbooks in questions should have been vetted by a "proper committee before the government decided to withdraw them". Gupta pointed out that the textbooks went through monitoring by a committee, before being approved. He said the education board has sufficient political representation because every state education minister is a member.

Yogendra Yadav, who served as adviser to textbook development committee, said the decision to review the textbooks written and approved between 2005 and 2007, could "roll back the textbook revolution" in the country.
