Schools' panel suggests RTE draft changes

The Karnataka Unaided Schools Managements' Association (KUSMA) submitted its suggestions on Wednesday for amending the government's Right To Education ( RTE) draft.

One suggestion highlighted by KUSMA is responsibility of the school to ensure 'out of school' or 'drop-out' children are given special training to integrate them into class. "Responsibility will burden educational institutions with a social obligation to implement for which they lack necessary resources," the release said.

It stated that children attending private schools under 25% quota are entitled to scholarships, free uniforms, free textbooks as well as free mid-day meals. "This provision goes beyond the stipulation contained in the act itself. These rules will operate in a manner consistent with parent statute... It's improper to burden educational institutions with obligations," KUSMA stated in its release.

Other suggestions

* To delete the provision "responsibilities of school and teachers" which states that "duty upon every education institution to maintain a record of all children in its jurisdiction through a household survey from their birth till they attain the age of 14."

* No segregation between students admitted under the 25% quota.

* Grant discretion to government officers to modify the 25% quota should be described in greater detail and given sparingly.
