Schools told to stay away from corporal punishment by Manash Pratim Gohain

Cracking the whip on private tuitions given by school teachers in the capital, the directorate of education (DoE) has prohibited the same in an order passed on September 30. Asking the schools to follow the provisions under Right of Children to Free and Compulsory Education Act 2009 ( RTE Act 2009), the DoE has ordered schools to stay away from corporal punishment and abstain from detention and expulsion of students.

In a fresh set of guidelines related to the provisions of the RTE Act 2009, the schools have also been prohibited from conducting any sort of screening of students and parents during admission. It also prohibits schools from charging capitation fee.

The circular from the director, P Krishnamurthy, stated that "no teacher shall engage himself or herself in private tuition or private teaching activity." The order is valid for all teachers teaching in government-run, government-aided and unaided recognized schools. The order has asked teachers to follow provisions of RTE Act 2009 in letter and spirit.

In another order dated September 30, the DoE has asked schools to strictly implement section 16 of the RTE Act 2009 where it is stated that "no child admitted in a school shall be held back in any class or expelled from school till the completion of elementary education."

The order also prohibits corporal punishment. "In pursuance of provision of section 16, 17 of the Act, subjecting the child to any kind of physical and mental harassment is strictly prohibited in the schools of Delhi. No child in a school shall be held back in class or expelled from school till completion of elementary education," said Krishnamurthy.
