Scientific resources at district level to boost agri output

The Union Agriculture Ministry has nominated scientists belonging to the ICAR and state agricultural universities as resource-persons in 70 districts of eastern India in an attempt to give a fillip to the Centre's ambitious programme of extending the benefits of green revolution to the region.

With paddy and rice production in Punjab and Haryana showing signs of plateauing, the government has been forced to turn its gaze towards the eastern states of Bihar, Jharkhand, Orissa, West Bengal, Assam and Chhattisgarh to augment production of the two commodities. Finance Minister Pranab Mukherjee , while presenting the general Budget for the year 2011-12, had allocated an additional 400 crore under the Rashtriya Krishi Vikas Yojana for extending green revolution to the region.

As part of this endeavour, the government had in December, 2009, set up an inter-ministerial task force under the chairmanship of the Union agriculture secretary "to suggest short and medium-term measures on efficient management of water, power and other inputs to maximise agricultural production on sustainable basis, especially in eastern India.'' In its report, the task-force had emphasised, besides the promotion of efficiency in water management, encouraging innovative precision farming practices in consultation with the state governments.

Under this programme, the government is giving primary importance to the task of increasing paddy production. As part of this exercise, it has identified 70 districts across the seven states. It now plans to station scientists in these districts.The officers, to be designated as "district-level scientific resource,'' would be expected to assist in the delivery of technical inputs to the farmers. Union Agriculture Secretary PK Basu has personally written letters to these 70 scientists, underlining the work expected of them. A set of guidelines were attached along with these letters.

The government has identified three main programmes as part of this exercise, asking the states to finalise their own action plans to execute them.

They include demonstration of proven technologies appropriate to different ecologies in compact blocks of 1,000 hectares, in which farmers would be given free of cost the inputs and the extension services from land preparation to harvest operation; asset building (creating new shallow tubewells, dug wells or bore-wells, provisioning water pumps, seed drills, drum seeders); and site-specific activities.

"In addition to these interventions, more focus would be given to the region under our ongoing agriculture development schemes such as National Food Security Mission , macro-management of agriculture, micro-irrigation and RKVY,'' Basu said. The scientists are also expected to help the farmers by advising them on technology-transfer.
