Second season of severe drought: Distress from dry spell in several states -Sowmya Aji

The contiguous arid region of southern Maharashtra, Karnataka, western Telangana and Andhra Pradesh is facing a second season of severe drought, even as the rest of the country has managed to sow some crop in the October to December rabi season. Of the four states, Karnataka, with the second largest arid zone after Rajasthan, is the worst hit and has gone to the Centre seeking a bailout of more than Rs 1,400 crore. As per the state's revenue and agriculture department estimates, Karnataka's farmers have suffered a loss of Rs 7,208.86 crorein just this season, with 62 of its 176 taluks declared as drought-hit.

The Karnataka farmer's position is worsened by the fact that this is the fourth sowing season in a row where he has lost all his crop. Nearly 1,500 farmers have killed themselves so far since January 2015, due to crop loss and financial distress. The state suffered a drought in the kharif and rabi season of 2014 as well. This was followed by a worse June-September 2015 kharif, where 137 taluks were declared drought-affected. Karnataka sought relief of Rs 3,800 crore for the kharif crop loss under the Centre's calamity relief guidelines and was given Rs 1,540 crore, drawing cries of step-motherly treatment to the Congress-ruled state by the NDA government at the Centre.
