Seized pulses to be in market in 2-4 weeks -Dipak K Dash

NEW DELHI: States may have seized around 78,000 tonnes of pulses in raids till Monday, but it is taking time to release this huge quantity in the market to moderate the spiraling prices. This is because the officials need to follow the norms laid down in the Essential Commodities Act, which may take at least two to four weeks from the date of seizure.

On Monday, arhar was selling at Rs 187 per kg in Delhi. Sources said that the norms on "confiscation" of any essential commodity specifically mention how the seized items have to be produced for inspection before the district collector. Section 6A of the Act says subsequently it's up to the collector to order the same to be sold at "controlled price" or auction off the items. The collector concerned can also order the seized items to be sold through fair price shops at fixed prices.

"The procedure to take such decision takes time since the affected party can take the matter to court. The collectors need to make a solid case," said a senior government official.

TOI has learnt that the Centre wants the states to sell arhar at not more than Rs 140 per kg to the consumers so that the skyrocketing prices is brought under control. Maharashtra has the maximum share of confiscated pulses - over 52,000 tonnes out of the total 78,000 tonnes. The state reportedly held marathon meeting with traders and wholesellers to chalk out the strategy to make pulses available at affordable prices.

Meanwhile, different states have started selling arhar between Rs 120 and Rs 140 per kg; and have even taken the wholesellers and retailers on the board. While Andhra Pradesh and Telangana are distributing one kg of arhar at subsidized rate of Rs 50 through ration shops to the poor, Tamil Nadu is selling urad and Canadian lentils at Rs 30 per kg to all consumers.

In Gujarat, millers have agreed to supply arhar at Rs 135 per kg and wholesellers will charge 1% commission and retailers will sell it at Rs 140, the consumer affairs department said.

In Jharkhand, arhar rates have been fixed at Rs 140 kg for wholesale and Rs 145 kg for retail. In Chhattisgarh, arhar is being distributed at Rs 120-140 per kg. In Uttarakhand, arhar is being supplied in Dehradun, Haridwar and Udhamsing Nagar at Rs 145 per kg.
