                            <div align="justify">-The Telegraph <br /></div><div align="justify">&nbsp;</div><div align="justify">Amartya Sen today blamed &ldquo;bureaucratic controls&rdquo; for the delay in release of funds for the upcoming Nalanda University in Bihar.<br /><br />He said the university would teach only two courses to start with because of funds shortage but hoped that in future, it would go beyond teaching to do research as well.<br /><br />Sen felt that Indian universities&rsquo; track record in research was a crucial reason why not even one of them featured on an annual list of the world&rsquo;s top 200 universities. He hoped Nalanda University might be able to change that.<br /><br />The Nobel laureate said the university could have come up sooner but for red tape hampering funds release.<br /><br />The university was established in November 2010 by an act of Parliament. The Centre has sanctioned sizeable funds and the Bihar government acquired 450 acres in Rajgir for the campus.<br /><br />Construction, however, has been slow because of tardy funds release, and work on the boundary wall has just begun.<br /><br />Once the funds begin flowing, Sen said, the governing board (which he chairs) would be able to finish construction and start the academic sessions at the school of historical studies and the school of ecology and environmental studies. He said more courses would start when the required funds became available.<br /><br />Sen said the ancient Nalanda University took 200 years to come to fruition. &ldquo;We hope to achieve that quicker&hellip; in three-four years&rsquo; time,&rdquo; he joked as many senior bureaucrats listened.<br /><br />Sen, governing board member Sugata Bose and vice-chancellor designate Gopa Sabharwal held an &ldquo;open session&rdquo; here on the status of the project. Sen repeatedly indicated his unhappiness at red tape blocking funds release, and hoped the &ldquo;basic financial bottlenecks&rdquo; would soon be taken care of.<br /><br />He, however, praised Bihar chief minister Nitish Kumar for his leadership and help.</div>

                            <div align="justify">-The Telegraph <br /></div><div align="justify">&nbsp;</div><div align="justify">Amartya Sen today blamed &ldquo;bureaucratic controls&rdquo; for the delay in release of funds for the upcoming Nalanda University in Bihar.<br /><br />He said the university would teach only two courses to start with because of funds shortage but hoped that in future, it would go beyond teaching to do research as well.<br /><br />Sen felt that Indian universities&rsquo; track record in research was a crucial reason why not even one of them featured on an annual list of the world&rsquo;s top 200 universities. He hoped Nalanda University might be able to change that.<br /><br />The Nobel laureate said the university could have come up sooner but for red tape hampering funds release.<br /><br />The university was established in November 2010 by an act of Parliament. The Centre has sanctioned sizeable funds and the Bihar government acquired 450 acres in Rajgir for the campus.<br /><br />Construction, however, has been slow because of tardy funds release, and work on the boundary wall has just begun.<br /><br />Once the funds begin flowing, Sen said, the governing board (which he chairs) would be able to finish construction and start the academic sessions at the school of historical studies and the school of ecology and environmental studies. He said more courses would start when the required funds became available.<br /><br />Sen said the ancient Nalanda University took 200 years to come to fruition. &ldquo;We hope to achieve that quicker&hellip; in three-four years&rsquo; time,&rdquo; he joked as many senior bureaucrats listened.<br /><br />Sen, governing board member Sugata Bose and vice-chancellor designate Gopa Sabharwal held an &ldquo;open session&rdquo; here on the status of the project. Sen repeatedly indicated his unhappiness at red tape blocking funds release, and hoped the &ldquo;basic financial bottlenecks&rdquo; would soon be taken care of.<br /><br />He, however, praised Bihar chief minister Nitish Kumar for his leadership and help.</div>

                            <div align="justify">-The Telegraph <br /></div><div align="justify">&nbsp;</div><div align="justify">Amartya Sen today blamed &ldquo;bureaucratic controls&rdquo; for the delay in release of funds for the upcoming Nalanda University in Bihar.<br /><br />He said the university would teach only two courses to start with because of funds shortage but hoped that in future, it would go beyond teaching to do research as well.<br /><br />Sen felt that Indian universities&rsquo; track record in research was a crucial reason why not even one of them featured on an annual list of the world&rsquo;s top 200 universities. He hoped Nalanda University might be able to change that.<br /><br />The Nobel laureate said the university could have come up sooner but for red tape hampering funds release.<br /><br />The university was established in November 2010 by an act of Parliament. The Centre has sanctioned sizeable funds and the Bihar government acquired 450 acres in Rajgir for the campus.<br /><br />Construction, however, has been slow because of tardy funds release, and work on the boundary wall has just begun.<br /><br />Once the funds begin flowing, Sen said, the governing board (which he chairs) would be able to finish construction and start the academic sessions at the school of historical studies and the school of ecology and environmental studies. He said more courses would start when the required funds became available.<br /><br />Sen said the ancient Nalanda University took 200 years to come to fruition. &ldquo;We hope to achieve that quicker&hellip; in three-four years&rsquo; time,&rdquo; he joked as many senior bureaucrats listened.<br /><br />Sen, governing board member Sugata Bose and vice-chancellor designate Gopa Sabharwal held an &ldquo;open session&rdquo; here on the status of the project. Sen repeatedly indicated his unhappiness at red tape blocking funds release, and hoped the &ldquo;basic financial bottlenecks&rdquo; would soon be taken care of.<br /><br />He, however, praised Bihar chief minister Nitish Kumar for his leadership and help.</div>

Sen finger at babus

-The Telegraph   Amartya Sen today blamed “bureaucratic controls” for the delay in release of funds for the upcoming Nalanda University in Bihar. He said the university would teach only two courses to start with because of funds shortage but hoped that in future, it would go beyond teaching to do research as well. Sen felt that Indian universities’ track record in research was a crucial reason why not even one of them featured on an annual list of the world’s top 200 universities. He hoped Nalanda University might be able to change that. The Nobel laureate said the university could have come up sooner but for red tape hampering funds release. The university was established in November 2010 by an act of Parliament. The Centre has sanctioned sizeable funds and the Bihar government acquired 450 acres in Rajgir for the campus. Construction, however, has been slow because of tardy funds release, and work on the boundary wall has just begun. Once the funds begin flowing, Sen said, the governing board (which he chairs) would be able to finish construction and start the academic sessions at the school of historical studies and the school of ecology and environmental studies. He said more courses would start when the required funds became available. Sen said the ancient Nalanda University took 200 years to come to fruition. “We hope to achieve that quicker… in three-four years’ time,” he joked as many senior bureaucrats listened. Sen, governing board member Sugata Bose and vice-chancellor designate Gopa Sabharwal held an “open session” here on the status of the project. Sen repeatedly indicated his unhappiness at red tape blocking funds release, and hoped the “basic financial bottlenecks” would soon be taken care of. He, however, praised Bihar chief minister Nitish Kumar for his leadership and help.
