Services at 23 more primary health centres go online now -Ranjana Diggikar

AURANGABAD: The Aurangabad district administration and the Zilla Parishad (ZP) after introducing a novel online health service system at two primary health centres (PHCs) in the district in September 2013 is all set to launch the e-governance system at 23 PHCs. It will help monitor and ensure accountability and transparency on the part of the centres and to provide information to help people get quality and timely medical assistance.

The district administration has sanctioned about Rs 25 lakh for the scheme under the district planning and development council (DPDC) funds.

Aurangabad ZP chief executive officer Deepak Chaudhary said, "The ZP had launched the project on pilot basis at two PHCs last year at Aland in Phulambri taluka and Gadana in Khultabad taluka. After we achieved success at these two centres and overcame the glitches, we decided to launch the software in 21 more PHCs in the district."

"The work at 23 centres would streamline by May-end as they will also be connected to 137 sub-centres and training programme for the staff to learn the skills of the new software has been organised on Friday," he added.

He said that the district administration has sanctioned Rs 24.76 lakh under the DPDC funds. "The aim is to introduce the system at all 50 PHCs in the district. The project has been encouraged by the district collector, Vikram Kumar."

"The new software - Mswaasth, a product of Spatial Ideas, will not only enable department officials to actively monitor the health conditions of a large population, but also assist crucial surveys and effective analysis of data. The computerised system will ensure timely vaccinations, pregnancy guidance, monitoring of communicable diseases and also assist families in benefitting from various government health initiatives," said district health officer B T Jamadar.

"With this modern technology, health services rendered to people can be monitored at the click of a button. Since it is an expensive project, which requires funds over Rs 75 lakh, efforts will be made to rope in private players to adopt PHCs in the district," said collector Vikram Kumar.

"In this project, smart tablets are provided to auxiliary nurse midwives (ANMs) along with the medical officers, who visit pregnant women in villages and help them with medical care, guidance and even child vaccinations on delivery. The ANMs also help with family planning and miscellaneous health-related issues. This will help us collect all relevant data on families and provide timely help. By tracking expecting mothers, the cases of female foeticide can be investigated and criminal cases can be registered against offenders," said Jamadar.

"The pilot project has already helped almost 5,000 patients monthly. We are constantly working towards improving our solution based on the feedback from doctors, district health officers, ANMs, patients and the district collector. With this solution we have been able to curb the demand and supply problem of anti-virus vaccine (ARS). The solution helps the health officials to track the drug stocks and prepare contingency plans," he said.

"This software also helps save paperwork, thus saving a lot of time of doctors and ANMs and ensuring that they spend the maximum time in actual patient care," Jamadar said.

"A small prototype has been built in the software, using a series of mobile applications and a strong enterprise back-end to provide some very intelligent visualisations as well as analysis, which can improve the process. The idea is to provide mobile applications to the field survey staff, which acts as a real-time data source, which will be constantly analysed to provide map-based visualisation as well as extensive reports around elements related to health management," he said.
