The backward Hyderabad Karnatak region is proving to be a fertile ground for the bogus cards racket under the Mahatma Gandhi Rural Employment Guarantee Scheme. Lakhs of families are carrying the cards that make them eligible for employment although they are not qualified for benefits under the scheme.

In fact, almost half the bogus cards that have been dug out under the scheme have been found in the districts here.

The fraud came to light during a district-wise review of the families registered under the scheme and of the number of job cards issued to the beneficiaries. The government decided to examine the scheme in detail after it received several complaints of irregularities being committed by officers executing it.

The review was done by the zilla panchayat officials who found that about 2.75 families registered under the scheme were ineligible for it.

The officers found to their surprise that as many as 7.91 lakh card being used by families in Gulbarga, Bidar, Koppal, Raichur and Bellary were bogus, accounting for nearly half the 15.75 lakh cards found in the state as a whole. Job cards had even been issued to families that were no longer around, having migrated to cities in search of employment.

Raichur topped the list with 3, 63, 860 bogus cards followed by Koppal with 2, 00, 839 bogus cards. Undivided Gulbarga had issued 1, 08, 948 bogus cards, Bidar 1, 04, 805 and Bellary, 13, 017. A CPI activist and gram panchayat member of Bidar district, Vijaykumar Sonare, feels the racket has gained ground due to the involvement of political leaders in the issue of cards under the scheme.

“The political leaders want to gain mileage from the scheme and force officials to issue cards to their followers even though they are not eligible for it,” Mr Sonare claims.
