In a chapter titled “Grave Concerns”, the report, seen by The Sunday Express, lists specific complaints by inmates. Here are excerpts from the report.

Muzaffarpur/ Patna:
Citing sexual exploitation at six short stay homes, physical abuse at 14 shelters, bathrooms with no latches, and inmates being “always locked up”, the Tata Institute of Social Sciences (TISS), in its report to the Bihar government, said abuse is “prevalent in almost all institutions”.

The state social welfare department had asked TISS to carry out a social audit of these shelters last August. Based on the report, which was submitted in April, the government has lodged cases against some of the shelters.

In a chapter titled “Grave Concerns”, the report, seen by The Sunday Express, lists specific complaints by inmates. “While abuse, varying in forms and degrees of intensity, was reported to be prevalent in almost all institutions, there were certain institutions that stood out in a manner that was appalling. Almost all institutions (110) were found to be running in violation of respective schemes and the essence of the Juvenile Justice Act, but the residents’ inalienable right to life was in question at certain institutions”.

Excerpts from the report:

* Girls’ short stay home in Muzaffarpur (NGO Seva Sankalp Evam Vikas Samiti): “Running in a highly questionable manner with grave instances of violence… Several girls reported about violence and being abused sexually. This is very serious and needs to be further investigated promptly… The girls had no access to any sort of open space and were literally locked up in their wards, except for when they went to the dining hall to take their meals. Vocational training and recreation were also missing.”

* Boys’ home in Motihari (NGO Nirdesh): “Serious physical violence and sexual abuse reported by residents… One of the staff members was reported to be involved in severe physical violence. Another pattern of abuse we encountered in this home involved the staff beating all children when a child or a group of children made mistakes… The older boys were clubbed… Boys reported sexual abuse and violence.”
