Sharad Pawar's MNREGA proposal flayed by Surendra Gangan

Employment Guarantee Scheme experts in the state have slammed Union agriculture minister Sharad Pawar’s proposal of giving a break of three months to the scheme during the farming season every year.

Activists claimed that the Pawar’s own state has been implementing this suggestions for years now. The proposal also has been termed as ‘pro-capitalist and pro- industrialist’ by critics.

Pawar, in his letter to the prime minister, had suggested that since the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) scheme wasadversely impacting the agriculture sector, the government should consider three months a year as ‘off-duration’ of the scheme.

Rajan Kshirsagar of the Gram Rojgar Sevak organisation said, “Pawar has been meeting FICCI and Assochem and the demand made by him is ‘in-tune’ with the language the industrialists speak. The move is against the rural labourers and in favour of builders-contractors and sugar barons who exploit migrant workers.”

Bhalchandra Kango of Bharat Kheti Majdoor Union, said that the state government has been implementing the ‘Pawar model’ for last few years as labourers are not provided with the jobs matching their demands. “Gadchiroli has registration of 40,000 labourers, against which the employment is given to only 12,000. We have volume-based measurement system which has resulted the labourers getting Rs38 to 40 per day,” he said.

He said that the demand made by Pawar is with the intention to restrict the demand for the higher pay in the agricultural sector. “In sectors like rice mills, daily wages are as high as Rs250 and 300 against Rs127 in MNREGA. So employers in the private agricultural sector will have to raise the wages. We have been demanding a hike to Rs200 in MNREGA,” he added.

State employment guarantee scheme minister Nitin Raut admitted that there is resistance to hike, “Small farmers cannot afford to pay higher daily wages and hence the opposition.” He said that this year, the state will draw Rs1,386 crore from Centre’s scheme.
