At least 15 states have reported severe shortage of free condoms, while five to six of them have announced they are out of stock, sources said.<br /><br />Though shortages have been continuing for over a year now, many states like Maharashtra, Gujarat, Uttarakhand, Punjab and Andhra Pradesh have now said they have completely exhausted their stocks of condoms. Some are even short of viral load testing kits and antiretroviral medicines.<br /><br />Condoms are distributed free mainly among vulnerable population of female sex workers, long distance truckers, transgenders, drug users etc. Faced with a significant cut in NACO's budget, absence of global funding and part of the budget diverted to states, the Centre seems reluctant to spend more on condoms, sources say. On the other hand, in the absence of supplies or any clear directive from the Centre, many states have announced stock outs while some have reached out to global health agencies seeking intervention.<br /><br />&quot;There are a number of problems. Funding, among them, is the major one but it is linked with problems in procurement, supply chain, delayed payment to companies manufacturing condoms, drugs and testing kits,&quot; says Manoj Pardeshi, general secretary, National Coalition of People Living with HIV in India, a group that works closely with HIV infected people.<br /><br />Maharashtra, one of the high risk states with an HIV prevalence of over 0.40%, generates an annual demand of 3.90 crore condoms under the AIDS prevention programme. While the state has been reeling under erratic supplies since December last year, several NGOs in the state have started reporting condom stock-outs over the last couple of weeks putting over 8 lakh vulnerable people, such as female sex workers, transgender, men having sex with men at risk.<br /><br />The situation is similar in many other states including Haryana, Uttarakhand, Gujarat and Punjab. Most of these states were facing irregular supplies for over a year and which has almost come to a standstill now.<br /><br />Punjab State Aids Control Society additional project director Manpreet Chhatwal agrees there is a fund crunch impacting supplies. &quot;We are working towards devising how we can generate funds without depending solely on the Centre,&quot; said Chhatwal.<br /><br />While states blame it on the Centre for lack of supplies, some like Rajasthan, Chhattisgarh and Punjab tried resolving the problem by borrowing from global organizations and other sources. However, given the huge demand, supplies could be met for just a few months.<br /><br />The crisis has straightaway put a population of 32 lakh at risk, who were covered under the National AIDS Control programme through targeted intervention groups, as per the estimates made by health ministry for 2011. However, public health experts say these numbers are very conservative and the real numbers are much higher.<br /><br />This has raised concerns among public health activists and health workers fighting the spread of deadly diseases. Parliamentarians are now likely to bring up the issue in Parliament demanding clarity from the government, sources said.<br /><br />Target intervention groups, which distribute condoms as part of public health programmes, have written to the State AIDS Prevention and Control Society (SACS) and other bodies, urgently seeking supplies, sources said.<br /><br />These shortages assume significance because India continues to battle against the infection. The UN estimates that India currently has the third largest population of HIV infected people in the world. <br /></div>

                            <div align="justify">-The Times of India<br /><br /><em>NEW DELHI: </em>Government may face some tough questions during the monsoon session of Parliament with its ambitious national AIDS control program in jeopardy due to the lack of funds. At least 15 states have reported severe shortage of free condoms, while five to six of them have announced they are out of stock, sources said.<br /><br />Though shortages have been continuing for over a year now, many states like Maharashtra, Gujarat, Uttarakhand, Punjab and Andhra Pradesh have now said they have completely exhausted their stocks of condoms. Some are even short of viral load testing kits and antiretroviral medicines.<br /><br />Condoms are distributed free mainly among vulnerable population of female sex workers, long distance truckers, transgenders, drug users etc. Faced with a significant cut in NACO's budget, absence of global funding and part of the budget diverted to states, the Centre seems reluctant to spend more on condoms, sources say. On the other hand, in the absence of supplies or any clear directive from the Centre, many states have announced stock outs while some have reached out to global health agencies seeking intervention.<br /><br />&quot;There are a number of problems. Funding, among them, is the major one but it is linked with problems in procurement, supply chain, delayed payment to companies manufacturing condoms, drugs and testing kits,&quot; says Manoj Pardeshi, general secretary, National Coalition of People Living with HIV in India, a group that works closely with HIV infected people.<br /><br />Maharashtra, one of the high risk states with an HIV prevalence of over 0.40%, generates an annual demand of 3.90 crore condoms under the AIDS prevention programme. While the state has been reeling under erratic supplies since December last year, several NGOs in the state have started reporting condom stock-outs over the last couple of weeks putting over 8 lakh vulnerable people, such as female sex workers, transgender, men having sex with men at risk.<br /><br />The situation is similar in many other states including Haryana, Uttarakhand, Gujarat and Punjab. Most of these states were facing irregular supplies for over a year and which has almost come to a standstill now.<br /><br />Punjab State Aids Control Society additional project director Manpreet Chhatwal agrees there is a fund crunch impacting supplies. &quot;We are working towards devising how we can generate funds without depending solely on the Centre,&quot; said Chhatwal.<br /><br />While states blame it on the Centre for lack of supplies, some like Rajasthan, Chhattisgarh and Punjab tried resolving the problem by borrowing from global organizations and other sources. However, given the huge demand, supplies could be met for just a few months.<br /><br />The crisis has straightaway put a population of 32 lakh at risk, who were covered under the National AIDS Control programme through targeted intervention groups, as per the estimates made by health ministry for 2011. However, public health experts say these numbers are very conservative and the real numbers are much higher.<br /><br />This has raised concerns among public health activists and health workers fighting the spread of deadly diseases. Parliamentarians are now likely to bring up the issue in Parliament demanding clarity from the government, sources said.<br /><br />Target intervention groups, which distribute condoms as part of public health programmes, have written to the State AIDS Prevention and Control Society (SACS) and other bodies, urgently seeking supplies, sources said.<br /><br />These shortages assume significance because India continues to battle against the infection. The UN estimates that India currently has the third largest population of HIV infected people in the world. <br /></div>

                            <div align="justify">-The Times of India<br /><br /><em>NEW DELHI: </em>Government may face some tough questions during the monsoon session of Parliament with its ambitious national AIDS control program in jeopardy due to the lack of funds. At least 15 states have reported severe shortage of free condoms, while five to six of them have announced they are out of stock, sources said.<br /><br />Though shortages have been continuing for over a year now, many states like Maharashtra, Gujarat, Uttarakhand, Punjab and Andhra Pradesh have now said they have completely exhausted their stocks of condoms. Some are even short of viral load testing kits and antiretroviral medicines.<br /><br />Condoms are distributed free mainly among vulnerable population of female sex workers, long distance truckers, transgenders, drug users etc. Faced with a significant cut in NACO's budget, absence of global funding and part of the budget diverted to states, the Centre seems reluctant to spend more on condoms, sources say. On the other hand, in the absence of supplies or any clear directive from the Centre, many states have announced stock outs while some have reached out to global health agencies seeking intervention.<br /><br />&quot;There are a number of problems. Funding, among them, is the major one but it is linked with problems in procurement, supply chain, delayed payment to companies manufacturing condoms, drugs and testing kits,&quot; says Manoj Pardeshi, general secretary, National Coalition of People Living with HIV in India, a group that works closely with HIV infected people.<br /><br />Maharashtra, one of the high risk states with an HIV prevalence of over 0.40%, generates an annual demand of 3.90 crore condoms under the AIDS prevention programme. While the state has been reeling under erratic supplies since December last year, several NGOs in the state have started reporting condom stock-outs over the last couple of weeks putting over 8 lakh vulnerable people, such as female sex workers, transgender, men having sex with men at risk.<br /><br />The situation is similar in many other states including Haryana, Uttarakhand, Gujarat and Punjab. Most of these states were facing irregular supplies for over a year and which has almost come to a standstill now.<br /><br />Punjab State Aids Control Society additional project director Manpreet Chhatwal agrees there is a fund crunch impacting supplies. &quot;We are working towards devising how we can generate funds without depending solely on the Centre,&quot; said Chhatwal.<br /><br />While states blame it on the Centre for lack of supplies, some like Rajasthan, Chhattisgarh and Punjab tried resolving the problem by borrowing from global organizations and other sources. However, given the huge demand, supplies could be met for just a few months.<br /><br />The crisis has straightaway put a population of 32 lakh at risk, who were covered under the National AIDS Control programme through targeted intervention groups, as per the estimates made by health ministry for 2011. However, public health experts say these numbers are very conservative and the real numbers are much higher.<br /><br />This has raised concerns among public health activists and health workers fighting the spread of deadly diseases. Parliamentarians are now likely to bring up the issue in Parliament demanding clarity from the government, sources said.<br /><br />Target intervention groups, which distribute condoms as part of public health programmes, have written to the State AIDS Prevention and Control Society (SACS) and other bodies, urgently seeking supplies, sources said.<br /><br />These shortages assume significance because India continues to battle against the infection. The UN estimates that India currently has the third largest population of HIV infected people in the world. <br /></div>

Shortage of free condoms perils AIDS control drive

-The Times of India NEW DELHI: Government may face some tough questions during the monsoon session of Parliament with its ambitious national AIDS control program in jeopardy due to the lack of funds. At least 15 states have reported severe shortage of free condoms, while five to six of them have announced they are out of stock, sources said. Though shortages have been continuing for over a year now, many states like Maharashtra, Gujarat, Uttarakhand, Punjab and Andhra Pradesh have now said they have completely exhausted their stocks of condoms. Some are even short of viral load testing kits and antiretroviral medicines. Condoms are distributed free mainly among vulnerable population of female sex workers, long distance truckers, transgenders, drug users etc. Faced with a significant cut in NACO's budget, absence of global funding and part of the budget diverted to states, the Centre seems reluctant to spend more on condoms, sources say. On the other hand, in the absence of supplies or any clear directive from the Centre, many states have announced stock outs while some have reached out to global health agencies seeking intervention. "There are a number of problems. Funding, among them, is the major one but it is linked with problems in procurement, supply chain, delayed payment to companies manufacturing condoms, drugs and testing kits," says Manoj Pardeshi, general secretary, National Coalition of People Living with HIV in India, a group that works closely with HIV infected people. Maharashtra, one of the high risk states with an HIV prevalence of over 0.40%, generates an annual demand of 3.90 crore condoms under the AIDS prevention programme. While the state has been reeling under erratic supplies since December last year, several NGOs in the state have started reporting condom stock-outs over the last couple of weeks putting over 8 lakh vulnerable people, such as female sex workers, transgender, men having sex with men at risk. The situation is similar in many other states including Haryana, Uttarakhand, Gujarat and Punjab. Most of these states were facing irregular supplies for over a year and which has almost come to a standstill now. Punjab State Aids Control Society additional project director Manpreet Chhatwal agrees there is a fund crunch impacting supplies. "We are working towards devising how we can generate funds without depending solely on the Centre," said Chhatwal. While states blame it on the Centre for lack of supplies, some like Rajasthan, Chhattisgarh and Punjab tried resolving the problem by borrowing from global organizations and other sources. However, given the huge demand, supplies could be met for just a few months. The crisis has straightaway put a population of 32 lakh at risk, who were covered under the National AIDS Control programme through targeted intervention groups, as per the estimates made by health ministry for 2011. However, public health experts say these numbers are very conservative and the real numbers are much higher. This has raised concerns among public health activists and health workers fighting the spread of deadly diseases. Parliamentarians are now likely to bring up the issue in Parliament demanding clarity from the government, sources said. Target intervention groups, which distribute condoms as part of public health programmes, have written to the State AIDS Prevention and Control Society (SACS) and other bodies, urgently seeking supplies, sources said. These shortages assume significance because India continues to battle against the infection. The UN estimates that India currently has the third largest population of HIV infected people in the world.
