HRD minister Kapil Sibal on Wednesday expressed concern about the failure of big states in implementing the Right to Education Act.

He was speaking at the state education ministers' conference on chalking out a community mobilization programme for RTE. "It will be a historic failure, if we have passed the Act but not implemented." Sibal said. So far, 20 states have notified RTE rules. However, big states like Tamil Nadu, Karnataka, Maharashtra, Gujarat and West Bengal are yet to follow suit.

A nation-wide campaign would be launched from Nuh in Mewat, Haryana, from November 11 for promoting RTE across schools. A message by Prime Minister about RTE to every head teacher of the school would be read out at the school assembly. The campaign would be taken up in all 13 lakh schools across the country, Sibal said.

On the sidelines of the conference, the minister said the low-cost computing device, Aakash, has generated a lot of "enthusiasm" among the American public and several companies there have evinced interest to associate with the project to raise its efficiency and productivity.

Sibal has just returned from a week-long trip to the US, where he attended the first Indo-US higher education summit. He said details of Aakash were also shared with World Bank, which suggested spreading it among the students globally. "There was a lot of enthusiasm surrounding Aakash. Several people and big companies met us who are in this business (IT). They expressed interest to partner with this project, to increase its application and speed, increase the processor from 300 MHz to 800 MHz," Sibal said.

However, he said the price tag of $35 would remain the same, and the US firms have agreed to this. The world's cheapest tablet PC that costs only Rs 2,276 was launched on October 5, and it will be available at around half this price to students as part of government's programme to expand education through information technology. An initial order of one lakh tablets has been placed with device maker Datawind.
