But, Aadhaar-LPG linkage is still tardy

Tumkur: Chief Minister Siddaramaiah will launch Aadhaar-linked Direct Benefit Transfer (DBT) for LPG at the Birla Auditorium in Tumkur district on June 1, 2013.

Addressing presspersons here on Thursday, district president of the Congress Shafi Ahmed said that Union Petroleum and Natural Gas Minister M. Veerappa Moily, Karnataka Pradesh Congress Committee president G. Parameshwara, Minister of State (Independent Charge) for Food and Civil Supplies Dinesh Gundu Rao and Minister for Law T.B. Jayachandra will participate.

Situation on the ground

Though the DBT scheme is going to be launched, Aadhaar-LPG linkage is still tardy in the district, leaving scores of consumers in the lurch. Many have not got the Aadhaar number even two years after their enrolment for the same.

According to 2011 Census, Tumkur district has a population of 26,81,449 and there are 2.58 lakh LPG connections as on April 30, 2013.

Less than 60 per cent (1,44,780) of the LPG consumer numbers have been linked with Aadhaar while bank accounts of 30,878 consumers have been seeded with their Aadhaar numbers in Tumkur district.

According to Assistant Manager, LPG Sales, Indian Oil Corporation, Bangalore, Noor Fathima, Indian Oil Corporation has 1,72,802 consumers. While 55.6 p.c. consumer numbers (96,080) have been linked with Aadhaar, only 13 p.c. bank accounts have been seeded with Aadhaar numbers.

Hindustan Petroleum Corporation, which has 51,302 consumers, has linked Aadhaar numbers with 29,700 consumer numbers (57.7 per cent), and only 13 p.c. of the consumer bank accounts have been seeded with Aadhaar numbers.

Bharat Petroleum Corporation, which has 34,164 consumers, has linked Aadhaar numbers with 19,000 LPG consumer numbers (56 per cent), and seeded Aadhaar with 13 p.c. consumer bank accounts.

UID official's claim

Assistant Director-General of the Unique Identification Authority of India, Bangalore K.K. Sharma told The Hindu that 23,73,544 people have registered for the UID in Tumkur district and Aadhaar numbers have been given to 99 per cent of those who registered, according to the post office records.

People's complaint

However, many disagree with Mr. Sharma. They complain that they have not received their Aadhaar cards even after more than two years of enrolment.

Anand Kumar, Tumkur resident, told The Hindu, "I had enrolled myself in December 2010 for the Aadhaar card, but till date I have not received it."

K.K. Sharma said that those who have not received Aadhaar numbers should check the status of their card at the TumkurOne centres and can take e-Aadhaar card by paying Rs. 9 per card. If their enrolment has been rejected, they have to enrol once again for the UID. Gowramma of Upparahalli told The Hindu, "I am finding it very difficult to open a bank account as I am not able to fill the form and there is nobody to help me as the banks are crowded these days." Long queues are a common sight in front of the banks and offices of LPG dealers.

Jayaramaiah, Chief Manager, Lead Bank, said that though the pilot project will be implemented on June 1, consumers who have not seeded their Aadhaar number with LPG consumer number and bank account number will continue to get the subsidy till August 31, 2013.
