Expenditure incurred on advertisements to be recorded in ‘shadow expenditure register'

Advertisements inserted by candidates contesting the forthcoming Assembly elections in Uttar Pradesh will have to be signed by them as well as by two witnesses in order to differentiate these from paid news and deter the candidates from having their way.

The district election officers would ensure that the expenditure incurred on the advertisements was recorded in the ‘shadow expenditure register', which will be in possession of the expenditure observers. The expenditure observers will be appointed in all the districts and unlike in the past there scope will to be limited.

While the expenditure limit for the candidates contesting the 2012 Assembly polls has been fixed at Rs. 16 lakh (the limit was Rs. 10 lakh earlier), they will now have to open a new bank, or a post office savings account – at least a day prior to filing their nomination papers. They have been given the option of opening a joint account with their poll agent.

Special directives have been issued by the Election Commission of India to keep mafia and money power in check during the Assembly polls, and also to curb the menace of paid news. A 24-page booklet containing information about the legal provisions related to the corrupt practices and election offences during polls was released by the Chief Electoral Officer of Uttar Pradesh, Umesh Sinha here on Friday. Mr. Sinha told reporters that these guidelines in the form of a booklet would be given to the political parties, returning officers and candidates.

For keeping a close watch on paid news being published, or shown on the TV channels under the garb of advertisements, a Media Certification and Monitoring Committee (MCMC) will be appointed at the State and district levels. The Chief Electoral Officer said the committee would examine the veracity of the ads and will also act as a complaint redressal forum in case of a dispute. “The Election Commission wants to ensure free and fair elections in the State,” Mr. Sinha said. He asserted that paid news should not be in the form of advertisements.

An expenditure monitoring committee would be constituted under the chief electoral officer and will comprise police, income tax and excise department officers. The committee will verify the expenditure accounts of the candidates, Mr. Sinha added. This time round the expenditure observers to be appointed in all the 75 districts will have a wider scope. Apart from keeping close tab on the expenditure incurred by the candidate, the expenditure observers can also assess the candidates' accounts. They would be assisted by a flying squad and will maintain a shadow register, the CEO added.
