Singur farmers lose will to fight, want a settlement by Falguni Banerjee

Two years after the Tatas moved out of the Nano compound in Bengal, Singur is set to return to the forefront of a political tug-of-war next week. Chief minister Buddhadeb Bhattacharjee will address a public meeting in the area on January 9, and Trinamool Congress will follow suit a few days later.

But on the ground, the defiance has mellowed to a murmur. Landowners have given up hope of getting their farmland back and returning to agriculture. Instead they want industry, in whatever form, to come up on the jinxed land.

Tata Motors is also not ruling out its return to Singur. According to senior Tata officials, the company wants the state government to ensure a favourable environment for industry before it takes a relook at the deserted Nano compound. The CM is likely to make an appeal to all political parties in this regard when he visits Singur on January 9.

However, the Trinamool Congress stands adamant. The party won't agree to the industry proposal unless the government returns 400 acres of the 997.11 acres acquired in Singur, said leader of the opposition Partha Chatterjee.

There are 2,500 people who have not collected their compensation cheques a sizeable section owning one bigha or less. They are running out of steam and want a settlement.

Sensing the mood, the Hooghly CPM has started reaching out to the unwilling farmers yet again. "Farmers won't get the announced compensation if they collect their cheques through court. About 11% of the amount will be lost in legal paperwork. We have requested the government to bear the expense for the sake of landlosers," said CPM state committee member Anil Bose.

At the same time, the CPM is comparing the compensation package announced by the state government with that offered by the railways for setting up the freight corridor. "Ask how much the villagers got at Dankuni's Mashat when the railways took over their land. It is `3,000 a cottah, which comes to `1.8 lakh for an acre. Whereas in Singur, the compensation rates are `8 lakh for single crop land and `12 lakh for double-crop land. Worse, the landlosers at Mashat did not even get the opportunity to note their dissent or put their views across to the railways," said CPM's Hooghly leader Sunil Sarkar.

Sarkar also pointed to a recent incident at Aiyan village in Hooghly's Chanditala where the state government had to drop its decision to set up an electricity sub-station because the Trinamool wanted the government to cough up at least `10 lakh as compensation to each landloser. "When land is acquired by the state government, the main Opposition won't settle for anything less than `10 lakh. But when the railways acquire lands the compensation for an acre is a measly `1.8 lakh. This can't go on," the CPM leader said.
