The state Cabinet meets on Monday to discuss the Land Reclamation Bill before it's tabled in the assembly, in all likelihood the day after.

The bill seeks to revoke the Singur lease agreement with the Tatas and take back the land leased to them. The Spea-ker has also convened a meeting with the business advisory committee to chalk out the modalities of the discussion on the bill on Monday. Its passage is a given as Trinamool has a House majority; and the Left has said it doesn't oppose returning land to unwilling farmers in principle.

Speaker Biman Banerjee said: 'There will be a debate. A draft of the bill will be handed over to MLAs. The modalities will be worked out in the BA committee."

Banerjee hopes the government presents the bill in the House on Tuesday. By convention, an all-party meet has been convened in the morning. Governor M K Narayanan will address the House. As per norms, this is followed by a debate.

Banerjee was noncommittal on whether the debate on the Governor's speech would be deferred if the bill is introduced on Tuesday. "It will be decided tomorrow," he said.

If passed, the bill requires presidential assent as it seeks to modify a central Act.

Chief minister Mamata Banerjee has made clear her commitment to return the 400 acres to unwilling farmers. The remaining 600 acres will be kept open for industry. The government is also willing to compensate the Tatas.
