Legislator has to countersign pro forma

Pothole-free roads project to be launched

Social audit of all road repairs undertaken by the Public Works Department (PWD) will be the first step in ensuring that road construction and repair adhere to specific quality criteria.

Being launched in Kollam on Monday, the social audit has been mooted in the wake of the assessment by the department that the quality of construction was one of the major reasons for the poor state of roads across the State.

Official sources said the audit would ensure more involvement of people's representatives and thereby result in better road construction and repair. Till date, steps to clear the bills of contractors are taken by the department once the completion report is submitted. From Monday, each contractor will have to submit an undertaking countersigned by the local legislator and the president of the local self-government institution after the work is over. The responsibility had been entrusted to the Mayor in a Corporation, the chairperson in the case of a municipality and the president in a grama panchayat.

The assistant engineer concerned will forward the pro forma to the Chief Engineer (Roads and Bridges) only if it is countersigned by the legislator. Public Works Minister M. Vijayakumar will also get a copy in the case of major works carried out. Official sources said the contractor's bill would be cleared if there was no complaint.

The PWD has decided to carry out the social audit of all the road construction and repair works irrespective of the cost of the work.

Apprehensions that clearance of bills would be delayed were unfounded, the sources said. The department would entrust the coordination of the work in each Assembly constituency to the legislator.

The social audit is being introduced at a time when the department is taking up nearly 7,000 km of roads under local self-government institutions for one-time repair at an estimated outlay of Rs.718 crore, besides Rs.236 crore earmarked for renewal of local body roads, including Rs.140 crore for the Other District Roads (ODRs).

It has been pointed out that the quality and the quantity of the material used for road construction and repair should be ensured. The department is also launching a pothole-free-constituencies project on Monday as part of an initiative to ensure that the roads are not pothole-ridden. The Kollam Assembly constituency will be the first constituency to be declared free from potholes.
