Speaker yet to decide on PAC 2G report

Lok Sabha Speaker Meira Kumar is yet to take a decision on the contentious report of the Public Accounts Committee on the 2G spectrum allocation scandal presented to her by PAC Chairman Murli Manohar Joshi on April 30.

In a press release on Wednesday, the Speaker said she had reconstituted the PAC on May 1. Mr. Joshi is to continue as Chairman for the year starting May 1, 2011 as it has been the convention that this office is held by a senior member of the main Opposition party.

The release also said that during its term — May 1, 2010 to April 30, 2011 — the PAC submitted and finalised 13 reports on a variety of subjects such as Special Economic Zones, the National Rural Health Mission, accelerated irrigation projects and assistance to States for developing export infrastructure. Telecom and 2G were missing. And a search for Mr. Joshi's report on the Lok Sabha website that has details of PAC reports did not yield any result. Separately, an official said the Speaker had not yet taken any decision on it.

In the newly constituted PAC, there are 22 members, including the Chairman — 15 from the Lok Sabha and 7 from the Rajya Sabha. The party-wise strength is (including the Chairman): Congress 8; Bharatiya Janata Party 4; Bahujan Samaj Party 2; and Samajwadi Party, Nationalist Congress Party, DMK, AIADMK, Shiv Sena, Akali Dal, Biju Janata Dal and Communist Party of India (Marxist) 1 each.

Incidentally, the BJP's core committee on Wednesday discussed the PAC report in some detail and decided to fully support the stand taken by Dr. Joshi.

“We will take this issue to the people. This was decided at the core committee meeting,” a party spokesperson said. The BJP would convey to the people that the Congress used its majority in the PAC to try and cover up the scandal that is under investigation of the Central Bureau of Investigation, and several persons, including the former Communications Minister, A. Raja, are currently in jail. A party leader said that the Congress was upset and uncomfortable as the PAC report had come “too close to placing some of the blame on the Prime Minister's Office.”
