State fails to submit list by Pranesh Sarkar

Most of the 18 departments that were asked by the state home department to submit a list of their employees in the Maoist-affected Jungle Mahal area by December 10 have failed to do so. The list was sought to draw up a central incentive scheme for employees working in such sensitive zones.

Officials at Writers’ Buildings said that so far, only two or three departments, including Paschimanchal Unnayan and animal resources development, have submitted their list of employees.

The Centre had asked the state in November last year to submit the list to prepare an incentive scheme for the employees posted in the Maoist-infested areas across the country. The step, officials said, has been initiated to give momentum to the development projects in the Maoist-hit areas.

“The Centre did not give us any hard and fast deadline but had asked us to submit the list within January 31 so that the Centre can plan the incentive scheme and implement it from the next financial year. But we are running against time to prepare the final list of civil employees working in Jungle Mahal as at least 15 departments out of 18 have failed to submit the list,” said a senior home department official.

“As majority of the departments have failed to submit the list on time, we are trying hard to send the list to Delhi by February,” he added.

According to officials, the scheme planned by the Centre would be helpful for the state government as it depends heavily on the employees working in the area to implement the development projects.

The employees’ role has become crucial as several gram panchayats are not functioning properly ever since the Maoists gained a strong foothold in some pockets of Jungle Mahal that covers West Midnapore, Bankura and Purulia.

“Nearly 200 gram panchayats in Jungle Mahal are not functioning over the past three years because of law and order problems. Elected members of these panchayats have stopped visiting their offices after they received threats from the Maoists. The incentive scheme planned by the Centre could be helpful for the state government,” said a home department official.

Chief minister Mamata Banerjee had announced that block development officers would be responsible for development projects in the areas where panchayats are not functioning.

The incentive scheme, officials said, would help authorities motivate employees to visit remote areas in Jungle Mahal to oversee development projects.

According to state home department officials, 18 departments, including Paschimanchal Unnayan affairs, agriculture, animal resources development, panchayat, irrigation and power, have employees working in Jungle Mahal.

“The home department had sent a letter to all these departments in the last week of November and urged them to submit the list by December 10. But 15 departments are yet to submit the list and as a result, the final list could not be prepared. The home department is likely to issue a reminder to these departments,” said an official.

Officials said though the Centre is yet to draw up the details of the incentive scheme for the civil employees, it is likely to be similar to the risk allowance provided to policemen working in Maoist-infested areas.

“Policemen stationed in Maoist affected areas get 30 per cent extra of their basic pay as risk allowance. The Centre may frame the incentive scheme for civil employees on similar lines. The additional funds required for the scheme is likely to be shared by the Centre and the state equally,” an official said.
